Victor Hatem stated that he was pinch- hitting for Frank Gelinas in order to hear the comments of the BOARD and the abutters. He was not familiar with the subdivision, he said. Jack Stiglin, 34 Raleigh Tavern Lane, stated opposition and presented the Board with ~ copies of a prepared statement which is on file. Mr. Stiglin was told that the Town does have a Master Plan which is about 5 years old. Mr. Lamprey commented that it should be up-dated. Mr. Monteiro wished that Mr. Stiglin was around a year ago when he had asked for a moratorium. Dennis Dionne, 99 Raleigh Tavern Lane~ spoke about drainage and the fact that his one problem is an example of the many occurring in that area. We don't want to see any new developments until Raleigh Tavern No. and So. are taken care of. Much discussion ensued regarding drainage and water problems. Mr. Stiglin claimed that the soil at best is not good, the area is swampy, creating more problems by developing it. Mr. Monteiro mentioned that it is ab~at time 'the Board gets Raleigh Tavern s~/uared away. Richard Noonan, 16 Carleton Lane, felt that without the engineer present details will be lacking and that they would like to inject far greater detail. Lemmard Phillips stated his concern with wetlands area to be developed, drainage, align- ment of the road, and cuts and fills of the road and told those present that, when talking with the engineer he was also concerned about these factors. Mr. Noonan said that although the streams are called "intermittant" they are not, they run year-round and should be shown as they are. Narsh areas are not accurately depicted on the p~n, and there are some low areas (lots 23-30) which they (abutters) don'$ think should be built on. The contour lines show they are all at the same level; all the seepage is going to flow right down into the pond. Mentioned that it would be a Board of Health problem with contamination of pond. Mr. Stiglin felt that the developer is forcing as many house lots in the area that he can regardless of impact on the surrounding area and the Town. Walter Soule, Raleigh Tavern Lane: Asked about a plan for wetlands in the Town. The Chairman answered that the Con. Com. is in the process of having this done now and is near completion. Mr. Soule then asked at what point the Board would turn a subdivision down on the basis of wetlands - Mr. Lamprey explained what happens with the subdivision route and that the Board does not pass on the lots themselves. Nonday, Oct. 24, ~77 Neeting -2- Mr. Noonan - one portion of the drainage system drains into the pond and another drains off into the State Park. The design of the roads is at the least expense to the devel- oper. Mr. Roberts told the people that their points were well taken, that he is con- cerned and the Board is concerned; we are interested in looking out for the rights and concerns of everybody. Mr. S%iglin asked what the attitude of the Planning Board would be toward Farmum and Summer Sts. being able to handle the amount of traffic - Mr. Cyr, Highway Surveyor, said his biggest concern as Summer St.; as it is now constructed, I would be afraid for my children. The developer has agreed, within the bounds of the subdivision, to make a gift to the Town of 15 ft. for road widening purposes which would put it into a safely passable road. Mr. Noonan requested that, as part of the definitive plan, the developer give a detailed analysis as to wetlands and drainage. Mr. Chepulis was asked for his comments to which he replied that everything seems to have been explored. We do not do the engineering but we can c~mment and usually the developer does respond. The Board has always been interested in Cluster Zoning but time has been working against'~ us. Mr. Stiglin then brought up "moratorium" again. Nr. Lamprey told him what happened with the 2 acre zoning and how the same thing would happen with this. Mr. Nonteiro didn't entirely agree with Paul, felt there would have been enough time to stop some of this development. If the people are ready, he told them to submit a petition for Town Neeting and he would support it. Nike Smolak, So. Bradford & Dale Sts.: Informed the Board that there is quick sand on this property and some precaution should be looked into because it would be a safety hazard. Also, told the abutters about his agreement regarding a common boundary buffer Z one. Mr. Roberts stated that he would just as soon take action on this now and made a motion to DENY the subdivision. Mr. Nonteiro seconAed. Reasons taken tonight are to be incprporated. Mr. Nonteiro then amended the motion to include the comments given to the Board by the abutters with noted deletions. Mr. Roberts seconded. The Chairman asked for a specific motion from the members. Mr. Roberts withdrew his first motion and Mr. Nonteiro withdrew his second and amendment. A new motion was put before the Board to DENY the subdivision on various water, environmental problems that haven't been addressed, drainage accessibility that needs further explanation, impact of this large development on the area in which it is situated not sufficiently explained to the Board. Mr. Nonteiro seconded and the vote was unanimous. Mr. Hatem commented that the Subdivision Control Subcommittee should still get together with Mr. Gelinas on this.
