PROJECT NARRATIVE This Notice of Intent is for proposed work to be performed on Lot 3 Saile Way,North Andover, MA as shown on the Locus Map of the Site Plan. Work will include clearing, grading, landscaping and construction of a single family dwelling with associated appurtenances. Bordering Vegetated Wetland (BVW) and other applicable resource areas: There is a small area of BVW located at the north-easterly edge of Lot 3. This area of BVW was delineated in 1992 for purposes of the Orders of Conditions for the subdivision roadway (NACC #3, DEP #242-355), No work is proposed within 100 feet of this wetland area. As shown on the Site Plan, the entire building envelope and landscaping area has been set back more than 100 feet from the edge of the BVW area. There are also two areas identified on the Site Plan as "unclassified isolated drainage areas," located on this lot. Under Order NACC #3, the Commission classified these areas as wetlands under the Town By-law, due to the surface hydrology and the presence of greater than 50% wetland species. These areas are not wetlands under either state or federal law. The proposed driveway for this lot will be constructed adjacent to this area and there will be no filling of any of these areas. This site is within the Town of North Andover Watershed Protection District. It is outside any Area of Estimated Habitat of Race Wetlands Wildlife. Mitigating Measures: Silt fence and haybale sedimentation/erosion control barrier will be deployed at the limit of the work area prior to the start of construction to prevent the transport of sediment to the down gradient wetland resource areas. This barrier will remain in place until all disturbed surface areas are well stabilized. A temporary driveway entrance will be established prior to commencement of site work. A six- inch layer of stone will be placed at the driveway entrance for distance of 30 feet. The entrance shall be maintained to minimized tracking or flowing of sediment, The site development includes stormwater runoff control measures. A portion of the driveway near the garage will direct runoff into a catch basin equipped with an oil trap. This basin will outlet into leach trenches on the edge of the drive. The trenches will help capture additional runoff. These stone trenches will filter the water and help recharge the groundwater. Conclusion: The proposed activities within the Buffer Zone to the isolated drainage area, i.e., "Town Wetlands," will not adversely affect wetland resource areas nor will the project affect the wetland's ability to provide the significant functions of wetland areas, including: protection of public/private water supply, flood control, storm damage prevention, pollution attenuation, and protection of wildlife habitat.
