Regular Meeting
The PLANNING BOARD held a regular monthly meeting on Monday evening, November 21, ~977
7:30 P.M. in the Town Office Meeting Room. The following members were present and
voting: Paul R. Lamprey, Chairman; Michael P. Roberts; Clerk; William Chepulis; and
John J. Monteiro.
The following builders/developers were present: J. Philbin; S. Follansbee; S. Breen;
J. Burke. Mr. Breen tape recorded the meeting.in part.
PLANS NOTREQUIRING APPROVAL:
1. Richard Lentini - plan showing land of ~ichard & Sheryl Lentini dated August ~977
was granted endorsement upon motion of Mr. Chepulis and second by Mr. Non%eiro based upon
the fact that this has passed through a approved Board of ApPeals decision and Planning
Board signature is needed for recording purposes. The vote was unanimous.
2. S. Forbes Rockwell, Jr. - Summer St. -Mr. Phillips, Town Planner, told the BOARD
thatthis is just an expansion of a previous Form '~" dated April 1977; that they are
moving the present boundary of lots 8 & 9 in order that Mr. Rockwell will have additional
land with the homestead was added by Mr. Gelinas. Mr. Chepulis asked why the setback of
the wood frame house was not shown - Mr. Gelinas replied that it wasn't critical, it w~s
more than the 30' requirement. The barn was critical and is shown, it was exactly
Mr. Chepulis felt it should be shown for the sake of uniformity. Mr. Monteiro made a
motion to endorse the plan as not requiring approval under subdivision control law sub-
ject to the identification of the side lines of the frame house. Mr. Gelinas agreed.
Mr. Roberts seconded and the vote was unanimous.
'~3. John Warlick - Great Pond Rd. - plan dated Nov. 4, 1977 showing lots 11A & 15A. The
w~Board noted that a preliminary plan had been submitted simultaneously with th&s Form "A"/
P. Sullivan~ attorney for Mr. Warlick, stated that his oonoern was that theForm '~" lots
have the proper frontage and acreage and, even though the BOARD is free to discuss anything,
the plan does comply with the Form '~" requirments. Mr. Chepulis commented that that is
an academic answer in all these cases - it is a piece of land in the Town, a sizeable
piece, and not because it is Campion Hall but because I want to know what is going on
around it. We have been given multiple choices on thee particular parcel of land such as
another Form '~" in the same area which contradicts the preliminary plan. I don't like
that approach, said Chepulis. I find discrepancies between the two and it is foolish to
ask the BOARD to act on the plan and then come in with a complete change. Atty. Sullivan
stated that Warlick owns the land and if he complies, the Board should act on it; at this
stage of the game your ability to look beyond is fine, but your purview is limited. Mr.
Warlick then stated that he gets in a non-protected position unless he takes this a step
at a time. Motion was made by Mr.~ Chepulis to endorse the plan of land dated Nov. 4, 1977
as not requiring approval under subdivision control law showing lots ?~A & ~5A. Mr. Mon-
teiro seconded and the vote was as follows: Chepulis, Roberts, Lamprey in favor; Monteiro
opposed.
4- John Warlick - Great Pond Rd. -Mr. Warlick said he filed this because there might
have been some zoning changes and would still like to have it on record. If the preliminary
and definitive go through there won't be a lot there because a street goes through lot 16B.
Lot ~A belongs to Mr. Schultz now. Mr. Chepulis asked what are the intentions if Lot ~6B
is sold - Warlick commented that he wouldn't sell Lot 16B right now, at least not without
the right to buy it back. Chepu~is - is your intent separate lots or a subdivision?

~these lots; to protect my property; to be able to develop it. Mr. Roberts stated that
the BOARD was nOt here to h~per anybody's progress, but we are here to see that future
Town residents are protected. Mr. Warlick said he was not h~e to hazzle anybody.
