College,North Andover(NACC#16)
Dear Mr. Coppola:
This letter has been prepared to inform you that your request for a partial bond release of
$6, 666.66 associated with NACC File#6 has been denied. During the October 13, 2004
meeting,the North Andover Conservation Commission(NACC)voted to deny your request
based on findings that the restoration area has been recently planted(September 2004).
Therefore, the Commission is reluctant to issue a partial bond release until these areas have
successfully survived one(1)full growing seasons.
In compliance with the project's Order of Conditions,please be aware that Wetlands
Preservation, Inc. (WPI),will need to conduct seasonal site inspections (spring&fall) for two
years. At the end of each growing season, monitoring reports must be submitted, detailing the
tree/ shrub species planted, the numbers of species planted, and the number of plants that
have survived each season. As stated in the letter prepared by WPI, dated September 29, 2004,
the remaining work associated with this project includes a 2004 and 2005 fall status report.
However, since the plantings were installed in September 2004, this area must be monitored
until September 2006.
The NACC recommends waiting until fall 2005 to request a bond release. In this way, the
survival rate of one full growing season will be determined. Should you have any questions /
