Nr. '~alemme explained that the Planning Boar~ felt that the position should 1~ ~t for
a Town Planner.. due to conflict of time spent in working for both Boards. ~l~ould like t~
change the status of the job from Planner/~anitary Engineer to Planner at!a p0seible..

Dr. Eay .commented that the Board of Health took the Planner and got the best ~trt of %he

~anitary. Engineer, a Manitarian, or a professional Engineer. I am tempo?arity di;s~C.o,~aged
with builders, he stated, with most of them lacking a certain amount of distinct, honest~
in their building Procedures. They have taken advantage of our man because he ~h no~-
there all the time and need this man full time because we are going Further and fur~hel~
into marginal land. Also, this man is going to handle 1,000's of complaints.

Mr. Salemme whether these opinions were his or the Planning Board's - Mr. Salemme' replied
that he was speaking for the Board He then asked why the Planning Board is lea~.

that the Conservation Commission is an appointed board and it could prove to Be an !awk~
situation inasmuch as the Board of Selectmen is the appointing[authority. There .wo~ d~l~
no problem if some time after this year the Board of Selectmen iwanted to borrow:' ~hel:~pla.~er
when the CETA employee ~cime is up. Mr. Greenwood then asked if they would ob ~ '-
person working with the Conservation Commission - the two are not that t~ied

districts, etc. Dollar value of the Planner job: $15,750 for one year. Mr.
expressed concern for this matter to come up at a Special Town Meeting rather
Town Meeting inasmuch as it had been acted upon originally at Anwual Town Meeting,.
