HomeMy WebLinkAboutDecision - 240 MARBLERIDGE ROAD 7/25/2008 NORTH o m _ A *A oRq {c 7q R'TEU�Ppt.(5 SSACHUS� CONSERVATION DEPARTMENT Community Development Division July 25,2008 Kate and Rob Morgan 240 Marbleridge Road North Andover,MA 01845 240 Marbleridge Road, North Andover Unpaved Walkways and Vegetation Pruning and Planting Conservation Conditions of Approval, NACC #42 Pursuant to section 4.4.2 E and G of the North Andover Wetlands Protection Regulations,Kate and Rob Morgan, applicants/ homeowners,filed for a small project for work proposed at 240 Marbleridge Road,North Andover. The work consists of removing vines, small saplings under 3 inches in diameter,and herbaceous vegetation including areas of poison ivy and poison oak within the buffer zone of a Bordering Vegetated Wetland (BVW) and small ponded area. Following pruning activities, the applicant proposes two (2)new planting beds and gravel pathways 10 feet from the water's edge. Natural edging,lying on the soil surface,will be installed along the pathways. All work is to be done by hand and will be within previously maintained areas. The Conservation Department conducted a field inspection on June 23,2008 to inspect vegetation removal activities which had already commenced. During the July 23,2008 public meeting,the North Andover Conservation Commission (NACC) voted unanimously to approve this project as described above. The following conditions were hereby mandated for the proposed work: RECORD DOCUMENTS: Photographs of the work area submitted by the applicants,Kate & Rob Morgan; Letter of proposal/description of work prepared by Kate and Rob Morgan received June 27,2008. CONDITIONS: 1. Prior to construction, the applicant shall place wetland markers on trees around the BVW/ponded area, incorporating the following text, "Protected Wetland Resource Area". All work will be completed by hand. No construction vehicles are permitted in the 100-foot buffer zone to Bordering Vegetated Wetlands. 3. Excess material shall be properly disposed of off site and all stockpile areas shall be located on the paved driveway or more than 50-feet from resource areas. 4. Upon completion of the approved project and site stabilization, please contact the Conservation Department for a final inspection. 5. This permit shall expire on December 31,2008. The area has become overgrown and was becoming a hazard for people turning onto Salem Street from Marbleridge road. Efforts have been taken to clean up vines, weeds and small sapling under 3" in diameter. Further landscaping has been done to the west side of the drainage ditch to include 2 beds for planting new vegetation and gravel pathways to beautify the area and maintain control over the excessive poison ivy and poison oak. The pathways and beds are approximately 5 and 10 feet from the water's edge so as not to interfere with drainage. The edging is not dug into the ground but sits on top of the soil to ensure there is no interference with drainage. Edging closest to water area is all natural (fallen trees). No synthetic materials have been used to inhibit vegetation growth. Careful consideration for distance and materials used has been applied in order to maintain the integrity of the area without risk to the wetlands.
