The limit of temporary alteration, including temporary stockpile of material, is a minimum of 53 feet from the wetland boundary. The nearest component of the new system is 85 feet from the wetland boundary. Standard erosion controls include a staked 12-inch diameter silt sock which shall be installed at the limit of work. Upon completion of construction all exposed soil areas shall be revegetated with grass to minimize the potential for erosion of sediment toward wetlands. Wetland Resources Wetland resources located within 100 feet of proposed construction activities were delineated by Rimmer Environmental Consulting (REC) on August 28, 2017 in accordance with the procedures established in the Massachusetts Wetlands Protection Act Regulations (310 CMR 10.00) and the Town of North Andover Wetlands Bylaw Regulations. Numbered sequences of flags (A1-A7) were placed in the field to delineate the boundary between upland and wetland resources, based upon the presence of 50% or more wetland plant species and other hydrological indicators, including presence of hydric soils. The area immediately north of the project site contains a forested swamp with an overstory of red maple (Acer rubrum) and American elm (Ulmus americana) with an understory of sweet pepperbush (Clethra alnifolia) and sapling green ash (Froxinus americana). The site is near, but not within Estimated Habitat of Rare Wetlands Wildlife and Priority Habitat, as determined by reference to the Division of Fish and Wildlife, Natural Heritage and Endangered Species Program (NHESP) mapping available on MassGIS and as indicated in Figure 2 below.
