HomeMy WebLinkAboutDecision - 125 COLONIAL AVENUE 9/26/2008 r4ORT#1 O � 9OR4no �SSACHUSEt CONSERVATION DEPARTMENT Community Development Division September 26, 2008 Mr. Chris Towler 125 Colonial Avenue North Andover,MA 01845 125 Colonial Avenue, North Andover Concrete Slab and Storage Space Enclosure Conservation Conditions of Approval, NACC #45 Pursuant to section 4.4.2 (j) of the North Andover Wetlands Protection Regulations,Mr. Chris Towler, applicant/homeowner filed for a small project review for work proposed at 125 Colonial Avenue, North Andover.TI e work consists of pouring a i6'x i6' cement slab under an existing addition and enclosing the area with walls and two doors. No excavation,only minor grading of the existing crushed stone located under the addition,will be necessary. Work will be conducted approximately 51' from the edge of adjacent Bordering Vegetated Wetland (BVD at its closest point. The North Andover Conservation Department agrees with the location of the wetland boundary. During the September 24,2008 public meeting,the North Andover Conservation Commission (NACC) voted unanimously to approve this project.The following conditions are hereby mandated: RECORD DOCUMENTS: Sketch prepared by Mr.Chris Towler Letter to the North Andover Conservation Department from Chris Towler,received September 17,2008 CONDITIONS: 1. Due to the level site topography,the distance from the wetland to the approved work, and the minimal ground disturbance, erosion controls are not required. However,the NACC reserves the right to impose the use of erosion controls (hay bales and/or silt fence) if the site exhibits erosion, or any noticeable degradation of surface water quality discharging from the site. Should the erosion control be required by the NACC or the Conservation Department,it shall be installed within 48 hours of the request. The erosion control burier will be properly installed (silt fence trenched 4—6-inches into the ground,backed by double-staked hay bales) and shall be inspected ,,and approved by the Conservation Departinent. Accepted engineering and construction standards and procedures shall be followed in the completion of the project. 3. Excess material shall be properly disposed of offsite.Any material dumped in the resource area shall result in enforcement action. 4. Washings from concrete trucks, or surplus concrete, shall.not be directed to,any drainage system,or wetland resource area. Concrete trucks shall be washed off site. 5. Upon completion of the approved project the homeowner shall submit an as-built sketch of all structures added to the property as permitted under this Small Project and a previously issued Determination of Applicability issued 4/13/06. 6. Upon completion of the approved project and site stabilization, please contact the Conservation Department for a final inspection. 7. This permit shall expire on June 1,2009.
