HomeMy WebLinkAbout1978-07-17July ~7, 1978 - MONDAY Regular Meeting The PLANNING BOARD held a regular monthly meeting on Monday evening, July 17, 1978 in the Town Office Building. The following members were present and voting: William N. Salemme, Chairman; William Chepulis; and Michael P. Roberts. CAMPION HALL PRRLIMINARY PLAN DISCUSSION: John Warlick, Reginald Narden, and Philip Sullivan were present. Atty. Marden asked the BOARD for an opinion as to whether or not the cul-de-sacs are more appropriate, they are willing to consider either approach. Warliok would like one cul-de-sac to end inside the wood line which would leave an open area, not that important to develop the other side of the property where the two cottages are looated$ if I can resolve the issue with the cottages I am prepared to forget about that portion, he said. Just the one cul-de-sac would be ~700-1800 ft. Salemme questioned the roadway coming within 350 ft. of the Lake, asked if it could be moved somewhat. Atty. Marden stated that it would be possible to move it. Len Phillips asked if any consideration had been given to preserving the trail along the water front - no, not for the kind of houses we are planning to build, said Warlick. Phillips then brought up question of drainage and the Highway Surveyor's letter of July 17 was read. Fire Chief's let%er was also read and both are on file. They want access to the cottages without creating another road. Warlick stated that both houses and stable will be renovated. ~hillips talked with the Board of Health who recommended that the storm drains could be carried to Ray's Pond rather than the Lake. Scanlon, Bd. of Health, would like to see a blind sewer installed in case the Town received a trunk line down Great Pond Rd. in the ~future. Marden said he was not in a position to address himself to that issue, we will onsider it and get back to you. Scanlon said this should be part of the plan presented to the Planning Board and Board of Health, it is in the best interests of the Town and the Lake. Mike Roberts asked for documentation by a R.P.E. which would be supportive material. Marden stated that the next plan will have as many of the recommendations as given tonight, but if they can't do it they will let the BOARD know. He continued, they will begin to start to do the work on suggestions made tonight and re-do the engineering on the cul-de-sac and asked for an expression from the BOARD as to their feelings. Mr. Roberts stated that nothing could be established until the existing drainag~ is shown on a plan. Marden replied that if they come back with a definitive plan they will show the existing drainage. Back to cul-de-sac discussion: Saleable stated that he favored the cul-de-sac over the loop. Chepulis commented that it will not eliminate the problems involved and, also, it could be considered a temporary thing because there is no telling what is going to happen 10 years from now, if we have a good road from the beginning then it could be connected to the rest of the land. Warlick again asked for au endorsement of this plan to start on a definitive plan. This preliminary plan is dated Nov. 2, 1977, received on June 26, 1978. Chepulis told him that they have a right to modify this plan in any way, but that the BOARD cannot endorse something that is not before us officially. The BOARD then requested that the Bd. of Health send a letter of confirmation of recommenda- tions made by Mr. Scanlon tonight. On August 7~ 1~78 the BOARD held a regular meeting at which time the petitioner had not returned with any further data.
