Members Present: Louis A. Napoli, Chairman, Joseph W. Lynch, Jr., Deborah A. Feltovic,
Sean F. McDonough, Douglas W. Saal.
Members Absent: John Mahon,Albert Manzi Jr.
Staff Member Present: Jennifer A. Hughes, Conservation Administrator
Meeting came to Order at: 7.02 Quorum Present.

• A motion to approve the minutes of 07/12/2017 and 08/23/2017 as drafted and reviewed was
made by Mr. Lynch and seconded by Mr. Saal

Small Project
NACC #199, 55 Fuller Road (Deck)
• The Administrator gives some background on the project. There was a prior filing on this
property of 242-0131 which has a Certificate of Compliance. The Wetland delineation shown
on the plan of record for 242-0131 is also shown on this plan, you can see before the
drainage easement went in that Wetland was much farther away at which time the deck and
House were constructed outside the 50 foot no-build. The Wetland has expanded over the
years and now the existing deck is measure at approximately 47 feet from the Wetland. The
existing deck is falling down and in disrepair the applicant would like to replace it as a small
project A as replacement of an existing structure.
• Mr. Tabola is at the podium to give an overview of the project.
• There is discussion amongst the Commission regarding the project and whether or not it is an
option under the small project.
• Mr. Lynch is speaking to the possible Wetland Locations and the need to potentially have a
Wetland Delineation done.
• Mr. Saal is questioning the wording "proposed addition" on the plans.
• Mr. Tabola states that no is it the proposed addition to the deck
• Continue to the next meeting.
• The Commission is asking for the Administrator is asked to go out and flag the property.
• There is a motion to continue to the next meeting made by Mr. Lynch and seconded by Ms.
Feltovic.

NACC #200, 5 Chatham Circle (Sunroom)
• The Administrator is giving a brief description of the proposed project and the location of the
site in regards to the Berkley Street Detention Pond area. This project is to build a sunroom
over an existing patio area the only soil disturbance will be to remove a fence and put in five
(5) Sonotubes.
• Mr. Welling is at the podium to speak about the proposed project which is to construct a
sunroom in the 80 foot buffer zone. The Sonotubes would be typically be 18 inch diameter
and four (4) feet in the ground.
• Mr. Lynch is asking for clarification of the Wetland site
• A motion is made by Ms. Feltovic and seconded by Mr. Lynch to approve as a Small Project
"L" with a post construction inspection.
