Home My WebLink About1978-09-11September 11, 1978 - MONDAY Regular Meeting ~ PLANNING BOARD held a regular monthly meeting on Monday evening, September 11, 1978 ~ 7:30 P.M. in the Town Office Building. The following members were present and voting: William N. Salemme, Chairman; John J. Monteiro, Vice-Chairman; William Chepulis; and Joy~e A. DiTore. There were 9 visitors. HARDTC(XIRTE~STATES (CAMPIONHALL) PRELIMINARY PLAN: Reginald N arden, attorney, and Philip Sullivan, attorney, both of Andover re-stated modification of cul-de-sac to end behind the existing Campion H~ll building; approximately 30 acres open; 18 lots on the cul-de-sac. Salemme inquired as to whether they had anticipated any change on roadway drainage between lots 20 and 33 - Marden stated they had met with Frank Gelinas on all the recommendations of the Highway Surveyor and were really unclear as to what he sees as a problem; it is hard to tell where driveway and embaz~kments are going to be at this time. And, ~urface water cannot be diverted because it will effect the whole watershed area. We will take on the obIigation of locating the drains in the drainage system to be shown on the definitive plan; and, will submit detailed drainage plans to the Highway Surveyor. Agreed with Highway recommendations on the siltation pond, slope easements and headwalls. Would be willing to comply with all the recommendations of the Fire Chief, Mr. Chepulis felt that the talk regarding the cul-de-sac was in very general terms as yet and thought that they might have presented an overlay showing just where this would go and sm4y other changes that might occur. Mr. Narden replied that survey work had not been completed because~ is being done with the idea of a definitive plan in mind. Motion was then made by Mr. Monteiro to disapprove the preliminary plan as ~esented because the questions of other members of town departments were~,an~wered only ~bally therefore there was insufficient information. Second by Mrs. DiTore. Discussion ok place at which time Marden thought it might be wise to continue this and modify the ~lan. Motion and second were withdrawn. Time extension granted until Oct. 2, 1978.
