Meeting Minutes
Tuesday September 12, 2017

Present: L. Burzlaff, G. Koehler, R. Lawson, J. Fitzgibbons, R. Vaillancourt (BOS Rep), B. Wolstromer
Absent: S. Bernard, R. Bernardin
Guest: Yesenia A. Gil, Executive Director, Bread & Roses Housing
Meeting was called to order at 5:00 p.m.
Motion on Approval of Minutes from the August 22, 2017 Meeting Motion made by R. Vaillancourt, seconded by R. Lawson, to
accept the meeting minutes for August 22, 2017. The vote was 5-0, unanimous in favor.
Update from Treasurer:
L. Burzlaff explained a new Town Treasurer has come on Board. The current AHT balance is $936,312.77. R. Bernardin will address
the AHT funds at the next meeting.
Update 19 Peters Street:
L. Burzlaff: The Town is pursuing receivership of 19 Peters Street, North Andover, MA. It appears the property has been abandoned
and in foreclosure. The property was purchased in 2006 for $310K.
Grant for repairs to 210 Chickering Road, Unit 305A at Kittredge Crossing:
CHAPA (the monitoring agent for 40B) contacted Town Counsel to inquire whether the AHT would be interested in contributing
monies to help the homeowner with repairs and place an affordable restriction on the unit. The unit is in foreclosure and the
affordable restriction does not survive because it was placed on the unit prior to the change in the law.. The AHT could place an
affordable restriction in perpetuity on the property at closing. The AHT would pay $10-15K in repair funds. The unit could be sold to
an income eligible buyer with a new form restriction and deed.
MOTION: J. Fitzgibbons made a motion to spend up to $15K for repairs for Unit 305A, 210 Chickering Road in exchange for a unit
with a new affordability restriction. R. Lawson seconded the motion. The vote was 5-0, unanimous in favor.
Grant to Bread & Roses Housing for purchase of 13 Annis Street:
Y. Gil: Reported that the offer was accepted to purchase 13 Annis Street for $300K. Approximately $15K could be immediately be
saved out of the construction budget, in addition to a potential partnership with Home Depot to obtain discounted products. Y. Gil
feels confident $50K worth of savings can be had overall and suggests an increase in the purchase price to $250K from $200K based
on amenities of the home and potential grant monies, corporate partnerships, construction savings, etc. that are available.
MOTION: R. Vaillancourt made a motion for the AHT to provide $300K to Bread & Roses Housing for the purchase and rehabilitation
of 13 Annis Street, North Andover, MA with the understanding $120,500 minimum would be refunded to the AHT. J. Fitzgibbons
seconded the motion. The vote was 5-0, unanimous in favor. J. Fitzgibbons noted the AHT will be responsible for moving three
th
families in to their respective homes this Thanksgiving project.
North Andover Housing Authority-Fountain Drive update:
Cathy Hoog was scheduled to present the $1,500 housing feasibility study approved by the AHT to construct another building at
Fountain Drive. This will be discussed at the next meeting.
Discussion: New Programs:
L. Burzlaff presented local programs with innovative affordable housing ideas. Norwell, MA provides a Small Housing Grant program,
which assists seniors who want to stay in their residences by providing funding for such things as lead paint mitigation, various home
repairs, HC accessibility accommodations, energy efficiency improvements, etc. Eligibility criteria requires that senior residents stay
in their homes for the next 12 months, and consider whether their homes are assessed at $729K or less. Ipswich, MA provides a
Small Home Repair Loan with projects meeting HUD Housing Quality Standards providing cash for home repairs for low to moderate
income seniors, and veterans.
ADJOURNMENT: J. Fitzgibbons made a motion, seconded by R. Vaillancourt to adjourn the meeting at 5:50 p.m. The vote was 5-0 in
favor.

Absent: Tracy Watson, Joan Fitzgibbons, Robert Bernardin
Meeting was called to order at 5:00 p.m.
Motion on Approval of Minutes from the May 24, 2016 Meeting Motion made by George Koehler,
seconded by Roger Lawson, to accept the meeting minutes for May 24, 2016. The vote was 4-0,
unanimous in favor.
70 May Street-offer to purchase: The owner of 70 May Street rejected th
$100,000 and countered with $140,000. Bread & Roses is willing to apply for a private grant of $25,000
so the Trust would contribute $115,000. Variances will be needed if the building is taken down. Laurie
Burzlaff spoke with Yesenia Gil and she indicated that the contractor is confident he can get a building
permit and leave part of the existing structure if variances are not approved.
MOTION: George Koehler made a motion, seconded by Steve Bernard, that the Affordable Housing
Trust provide a grant to Bread & Roses, Inc. in the amount of $115,000 for the purchase of 70 May
Street. The vote was 4-0, unanimous in favor.
MOTION: Roger Lawson made a motion, seconded by George Koehler, to adjourn the meeting at 5:30
p.m. The vote was 4-0 in favor. Next meeting date, pending any new business, will be scheduled by
Laurie Burzlaff.
