HomeMy WebLinkAboutDecision - 21 AMBERVILLE ROAD 7/25/2013 (2) tIORT H ® A CONSERVATION DEPARTMENT Community Development Division July 25,2013 Robert&Kristen Carroll 21 Amberville Road North Andover,MA 01845 21 Amberville Road, North Andover Tree cutting and pruning Conservation Conditions of Approval, NACC #114 Pursuant to sections 4.4.2 a) of the North Andover Wetlands Protection Regulations,Robert&Kristen Carroll, applicants / property owners, filed a small project application for work proposed at 21 Amberville Road,North Andover. The work consists of cutting two (2) birch trees (Betula,�b.), one (1) red maple tree (Acer rubrum), one (1) shagbark hickory tree (Caga ovata) and seven (7) 4-7" dbh white pine trees (Prunus strobus). Additional approved work includes, the removal of glossy buckthorn shrubs (Bbamnus frangula) and hand clipping of several small white pine saplings of 1" dbh or less, which are within 5' of the fence All work will take place more than 25' from the Bordering Vegetated Wetland (BVW). During the July 24, 2013 public meeting, the North Andover Conservation Commission (NACC) voted unanimously to approve this project. The following conditions are hereby mandated: RECORD DOCUMENTS: Application Checklist Narrative: From Kristen and Bob Carroll (white pine sapling cutting allowed only within 5' of the fence) As-Built Site Plan for Lot 44A-Forest View Estates dated 6/2/03 (revision date of 6/12/13) with work areas highlighted. Prior to the start of work the owner shall ensure that the site contractor has reviewed the small project permit and is aware of the wetland resource areas and the limits of the proposed work. 2. The 25-foot No-Disturb Zone shall be clearly marked in the field so no disturbance occurs beyond this point. Prior to the start of the tree work, the trees are to be marked by brightly colored tape and the Conservation Department is to be contacted to conduct a pre-cutting inspection of the marked trees to ensure that only the approved trees are removed. 4. The stumps of all trees shall not be removed and shall be left in place. Stumps may be ground down or cut flush with the landscape. Stumps may be painted with herbicide to prevent future re-growth. 5. Care shall be taken to prevent damage to surrounding trees during removal of the approved trees. 6. All tree limbs,brush and other debris shall be disposed of properly at an off-site composting facility (Cyr Recycling Center in North Andover or other appropriate location). No material shall be stockpiled on site. 7. Upon completion of the cutting activities, all disturbed areas shall be properly stabilized and the Conservation Department shall be contacted for a final site inspection. 8. Areas within 100-feet of wetland resource areas shall remainin a natural state and no further vegetation shall be removed without the prior approval of the Conservation Department/Commission. 9. This permit shall expire one year from the date of issuance with the option to renew for another one year period.
