The PLANING BOARD held a regular monthly meeting on Monday evening, November 6,
1978 at 7:30 P.N. in the Town Office Meeting Room. The following members were present
and voting: William N. Saleratus, Chairman; John J. Nonteiro, Vice-Chairman; Nichaet P,
Roberts; and Joyoe A. DiTore, Clerk.
The meeting was called to order at 8:37P.M.
CONTINUED PUBLIC HEARING: CARLETON FARM8 EAST -~r. Nonteiro stated that his interest
here tonight was for the overall important parts of this subdivision bearingin mind
that the developer has certain rights, also. Mr. Salemme asked that all questions be
addressed through the Chair.
Richard Noonan, Carleton Lane - summarized as follows: 1) suitability of the land;
2)drainage, had serious doubts concerning the ability of the pond to safely absorb
oontaminent load generated by this development; 3) septic systems, agreed with the
pre~rions recommendation by the Board ofHealth; 4) protection of natural features such
as relocation of the brook, elimination of the access route to Wood Chuck Hill; 5)
inadequate Town roads$ 6) disregard for open space and recreational land.
Mr. Gelinas' back~mp computations were received and are on file.
Dennis Dionne, Raleigh Tavern Lane, asked Mr. Monteiro if the Board of Health comes
through':~with an unfavorable recommendation would he vote against accepting the subdivi-
sion and Mr. Monteiro answered yes, speaking for himself.
Mr. Salemme asked if Mr. Harem was agreeable to the BOARD making its decision on
Nov, 2Otb - Mr. Ratem replied, yes.
Due.ne ?ibbetts, Raleigh Tavern Lane - presented a letter to the BOARD regarding the
legal status of Raleigh Tavern Lane and Carleton Lane - if ~hey are private is i~
within the authority of the PLANNING BOARD to approve any subdivision that would
connect to the existing terminus of Carleton Lane? Mr. Non%eiro felt the letter should
be referred to Town Oou.usel for an opinion.
Mr. Cyrasked if lots with easements are not recorded, what happens? On our walk last
week I, more th~n ever, feel that the cul de sac at the end of 0arleton Lane should be
redesigned; an easement, trail should be obtained to the State land. Discussion
ensued re easements on Summer St. pertaining to CARLETON FARMB~EST. Mr. Eatem stated
that this goes back to a disagreement of a couple of months ago, it is probably still
enforceable as a road wideningeasement. Regarding the ones that have not been trans-
ferred yet they would still be effective as the plan is effective. Mr. C~= suggested
the matter be referred to Town Counsel because of concern with getting these easements
recorded.
~red Crabb, 461Skm~mer ~t. - not in favor of widening Farnum and Summer Ets. Mr. Cyr
explained that it would noS be reconstruction, but spot improvemsnts for safer vehicular
passage.
Bob Belair, 426 Summer St.,Claudia Wyllie, Raleigh Tavern Lane, Joan Tibbetts, Raleigh
Tavern Lane, and Eric Lowe(?), Raleigh Tavern Lane all had reservations about the
road widening~ and some spoke of the conditions of the Raleigh Tavern area itself.
The hearing was continued until Nov. 20th for a decision to be made at that time upon
motion of Mr. Nonteiroand second by Mr. Roberts. Vote: unanimous.

CARLETON FARN~ WEST: DECISI~q - Mr. Monteiro stated desire to obtain a bufffer zone.
Tom Nigrelli, 0akes Drive - stated that the developer assured them that there would
be a 40 f~. buffer zone and then proceeded to take pert tests 10 ft. from his proper~y
line. Mr. Emtem felt that one side was being penalized, but would go along with a
10 ft. buffer on either side; we don't feel as though a lack of a buffer would be
detrimental to the neighborhood. Mr. Roberts felt as though it w~s a mat%er of pro-
tection for existing properties. Requested a list from the developer of the conditions
place on the first submittal that they do not agree with.
Mr. Chepulis asked for a compromise between the developer and the abutters and sug-
gested changing the 40 ft. requirement to 30 ft. Mr. 0sgood interjected that you
can't build within 30 f~. anyway because of setbacks.
Ann Keating, 381 Summer ~t. asked when it is decided where a septic system will go -
before obtaining a building permit.
Ray Donnat, Oakes Drive - the main reason for a 40 ft. buffer zone is because there is
a low area behind Lot 5 and there is a fear of leaching from this land.
Fred Crabb, Summer ~t. talked about the drainage in the area and asked if this develop-
ment would change that - presently there is a French drain that starts at the wetlands
on the right hand side of Oakes Dr. and goes into the drainage system. The vast
majority of drainage has minimal impact on Oakes Drive.
Judy Nigrelli, Oakes Drive - I want to make sure that the rest of the drainage does not
drain onto my property, the land slopes behind our house and is very wet at all times ·
during the year.
Joyce DiTore made a motion to take the matter under advisement until Nov. 20th.
Mr. Nonteiro seconded and the vote was unanimous. The hope was that the developer and
the abutters could get together between now and then.
