The PLANNING BOARD held a Special Meeting on Monday evening, March 26, 1979at
7:30 P.M. in the Selectmen's office. The following members were present and voting:
William Chepulis, Chairman; John J. Mcnteiro, Vice-Chairman; Paul Hedstrom, Clerk;
Michael P. Roberts.
PUBLIC HEARINGS: ZONING
1 -AN~ ZBL Sec. 4.121, 4.122 & 4.123 par. 4 and inser~ in place thereof EONE
OCCUPATIONS (SEE ARTICLE FOR TEXT) - need to be more restrictive by reducing the
number of persons allowed in the business from 3 to 2 and cites floor area %% .
Charlie Foster suggested striking "multi-family district" because they are all in
residential districts. Mr. ~ober~s made a motion to recommend adoption of the
article with the deletion of "multi-family district". Mr. Hedstrom seconded and the
vote ~ llnanimous.
2 -ADD to Sec. 4.121, 4.122 a par. (16) and to Sec. 4.123 a par. (22) FAMILY SUITE
(SEE ARTICLE FOR TEXT) - allows people who want to h~ve their family live in with
them have an avenue to do so without breaking the law by doing so under special
permit procedure; good for elderly who wish to live with married children or other
relative as an example; enables young couple to acquire a new home and the elders
to have an apartment; as the article reads now, it could be either a conversion or
a new dwelling. Mr. Roberts thought it ought to be for aconversion only$ Mr. Nonteiro
felt rewording was necessa~ so that it is either within the house or attached to it.
Suggestion to add ... a separate dwelling unit totally within the existing dwelling.
Mr. Hedstrom made a motion to ta~e thematterunderadvisement until April 2. Mr.
Roberts seconded and the vote was unanimous.
PLANS NOT REQUIRING APPROVAL:
JOHN WARLICK - Great Pond Rd.: F. Gelinas submitted the corrected plans and pointed
out the changes to the BOARD- structures shown, bay on lot 4B shown, lot lA shown is
now a 3~acres, more or less, parcel. Motion was made by Mr. Monteiro to endorse the
plan of land in N. A., Ma. as not requiring approval, revised 3/23/79. Mr. Roberts
seconded and the vote was unanimous.
HENRy HYDER RE MORTGAGE BGNDS:
a) HAYMEA~ EXTENSION - Higgins is new owner; letter from BPW was read; requested
that Cyr via P.B. write a letter recommendim~ bond money for streets on Winter Hill
Estated for April 2.
b) TRE ~RID~ES - by operation cf law the Land ~ourt has approved this plan for a sub-
division cf 73 lots off Foster St. Mr. Gelinas would like to work with Mr. Cyr on a
mortgage bond figure, also Mr. Borgesi. Made formal request to BOARD and in turn to
the dept. heads, Mr. Chepulis stated that this is a legal subdivision now and we will
proceed wit~ it as we would any other subdivision.
Superior Cou~ appeal - Nardtcour~ Estates - the Chairman read the Appeal; is on file.
Letter & Plan Re PADDOCK ESTATES DRAINAGE - letter from F. Gelinas read; Mr. Chepulis
noted that signatures should not be lef~ on the sepias; Bud Cyrhas already agreed to
this; write to Oyr to confirm.
Forest ~tates - dates filled in on the Covenant; Motion mad~ by Mr. Monteirq ~o accept
and second by Mr. Roberts. Vote -unanimous. Plan dated 12/1178, revised 3/9/79 was
signed.
