1. Correspondence:
1. T. Neve - Lot 9 North Andover Business Park, new master plan and
definitive site plan submitted. Needs a site plan review per the Order
of Conditions. W.IVicens will check it out.
2. T. Neve - Lot l North. Andover Business Park-- submitted a print of pro-
posed work for a temporary binder pavement.
3. T. Neve - Great Pond Estates - next agenda
4. Andover Consultant - lot 53A Bear Hill
Motion by J. Lafond to issue a partial certificate of compliance if the site
visit team approves, second, motion carries.
5. Potter Estates Conservation Restriction Letter - NACC supports it
6. Selectmen - North Andover Business Park Curt Cut onto Rt. 725
On the Nov. 4 Selectmen meeting, 7:30 p.m.
7. Selectmen - Siltation on Salem Street tl. Fink met with the developer and
Mr. Cyr, a device to retain the water will be put in, an agreement will ,an

2. Enforcement Orders
Blue Ridge Road - George Hall., Attorney attended the meeting. We want a
report from a botanist and a plan from a professional showing clean up
measures. This is to be submitted by the next meeting.
Motion by J. Lafond to require the developer of these lots and the roadway to
permanently stabilize all the altered areas, simultaneously to receive a plan from
the applicant's engineer stating what measures should be taken and once they
have been completed notification from the engineer that said plan has been
completed, once completed then the Enforcement Order will be lifted for work
on the structure of the houses to continued Also we want a clean out and

re-vegetation plan of the wetlands, when this work should be done, include
a cost estimate so that the board may decide if an additional bond is necessary.
The said plan will be received by the NACC and approved within I month,
second J. Lindon, motion carries.
Town Farm/Reseryior
Tom O'Connor of Lally Associates attended the meeting. Seeding and mulching
have been done, haybales are in place. Only work required to stabilize the
slopes may be worked on. They are to submit a plan from a professional in
the field of wetland restoration showing sedimentation control, how to elimate
the problem and clean up of the wetland area.
Lot 28A Blue Ridge Road
Gary Siroonian attended the meeting.
Motion by J. Lafond to have Mr. Siroonian submit to the NACC a plan showing
erosion and sedimentation prevention measures and a schedule of work, no
work may proceed until said plan is submitted, second J. Lindon, motion carries.
B. Mansour abstained.
Lot 21C Blue Ridge Road
Motion by J. Lafond to have trash and debriscleaned up, submit a plan for
erosion control detailing what is going to be done showing permanent grades
of slopes and finished grades, second J. Lindon, motion carries.
3. Determination. Parcel 16, 409 Forest Street
Lou Godden of Merrimack Engineering represented the applicant.
Motion by J. Lindon to empower the site visit team to make a determination,
second B. Mansour, motion carries.
4. Continuation of Public Hearing: Lots 23 - 28 ForestStreet
Phil Christiansen represented' the applicant.
An overall drainage plan was submitted with calculations
Motion by J. Lafond to review the plan and : calculations empower members who
review them to approve them, continue the public 'hearing with: permission from
the applicant, second J. Lindon, motion carries.

Phil Christiansen represented the applicant.
Motion by H. Fink to close the public. hearing to take. information under advisement
to write Order of Conditions, second A.. Resca, inotion carries,

6. Public Hearing: Lot 6 Tucker Farm
Phil Christiansen represented the applicant.
Motion by H. Fink to close the public hearing to take information under advisement
to write Order of Conditions, second J. Lafond, motion carries.
7. Public Hearing: North Andover Business Park Parcel A
T. Neve represented the applicant.
Motion by J. Lafond to close the public hearing to take information under
advisement to issue Order of Conditions within 21 days, second J. Lindon,
motion carries.
8. Public Hearing': Johnson Street (:D6eY'field 'Lane)
Phil Christiansen Engineer. represented the applicant.
Motion by H. Fink to continue the public hearing until ,Nov. 6 for additional
information to be submitted and with approval from m the applicant or agent,
second A. Resca, motion carries.
9. Enforcement Orders
Lot 6A Great Pond Road -- J. Lafond checked it out, Motion by J. Lafond to
send the Enforcement Order and copy of the file to.Town Counsel for his
advice, second, motion carries.
Lot 7A 18A Perini Lane
T. Neve and W. Johnson attended the meeting..
Motion by J. Lafond to ratify. and add to the Enforcement Order are pipes
adequate and are they what was designed, submit a proposed plan to re-
vegetate the wetlands, also anything else whichwas required in the Order
of Conditions must be implemented, '"second J, Lindon, motion carries.
T. Neve will have a plan by the next meeting.
Forest Street - Mr. Picarello
John O'Connell, Engineer attended the meeting,
A Notice of Intent will be filed within three weeks, if we do not hear in three
weeks we want a letter telling us the progress.
21,Old Business
Lot 3 Winterhill - H. Fink will take care of it .
Summer Street Pond - wetlands on down street side, no wetlands on upstream
side, letter was sent to Engineer

French Farm Village Extension - Mike Kasabuski attended meeting.
They started removing fall on lots 45 & 44 without erosion control measures.
Tracy will look at it tomorrow, siltation fence will be put in. Motion by
J. Lafond to extend the Order of Conditions for 1 month, only work agreed
upon at the last meetings, second A . Resca, motion carries. H. Fink opposed,
Lots :24A & 32A Laconia Circle - negative determination by J. Lindon
Lots T - 4 North Liberty Street -- B. Mansour will review
ABC Bus Company - received letter there are no changes in the grades
1500 Salem Street Erosion - H. Fink is looking after this.
Salem/Forest Street Calculations - received
Watershed Study Report - update on watershed . boundary and progress report.
12.Lot 5A Equestiran Estates
The applicant wants to re-locate the house.
Motion by J. Lafond to determine the change as insignificant and issue a
revised Order of Zonditions in a letter, second B. Mansour, motion carries.
13.Lot 66 Bear Hill - B. Luciano - J. Lafond will send him a letter.
24. Update on Appeals - Great Pond Estates - on next agenda

16.Bills - Motion to pay $16.'09, Thompson's Office Supplies, $5. 60, Tracy Peter
