1. Minutes of November 6, 1985
Motion by J. Lafond to accept minutes of Nov. 6, 1985 as amended, second J.
Lindon, motion carries.
2. Old Business
French Farm Village
J. Lindon spoke to B. Osgoodabout the headwall, it will 'be put in soon.
T. Peter will call B. Osgood asking for a plan or a resolution of the 2nd pipe
and a schedule for completion before our site visit. Sat. Nov. 23 at 8:10a.m.
W. Vicens1J. Lindon inspected site & sent letter to M. Kasabuski with corrective action
Lot E Berry !Street required.
Mr. Landry attended the meeting. He showed us a plan dividing the lots.
Before any work may go on we need a detailed plan showing everything that
is going on at the site for us to approve.
3. Enforcement Orders
J. Lindon will draft up guidelines for issuing Enforcement Orders, who delivers,
how much authority the Police Dept. have, etc.
Teoma Estates
A replacement plan was submitted.
Motion by J. Lafond to ratify the Enforcement Order issued by T. Peter and not
to accept the replacement plan, refer to regulations 10,1 55, no work may go on at
the site until another plan is submitted and approved by NACC., second, motion
carries.
J. Lafond will send a letter.

Lot 28C Blue Ridge Road
We were to receive a final stabilization plan or a letter by tonight.
Motion by J. Lindon to issue an Enforcement Order to stop all work except
for any erosion control measures until the NACC receives and approves a
permanent stabilization plan-, second J. Lafond, motion carries.
Send by registered mail.
Campion Hall
Mr. El Hefni and his Attorney talked to T. Peter and picked up a copy of the
Enforcement Order.
The contents of the barrels are being tested by DEQE, results are not back yet.
W. Vicens read T. Peter's report on last Thursday.
A report from the Fire Chief was received.
Motion by H. Fink to ratify the Enforcement Order on Lot 18.• Campion Hall
second J. Lafond, motion carries.
W. Vicens will draft a letter to send to town boards about who has authority
to take action if something like this happens in, the future-
Eastern Technologies
W. Vicens read a draft report about the site from T. ,Peter.
T. Peter will send DEQE a package of all information.
Motion by J. Lafond to ratify the Enforcement Order., second;, 'motion carries.

4. Continuation of Public Hearing: Lots 23 28 Forest' Street
A filing fee for each individual lot must be filed before Order of Conditions are
issued. ($250'. 00) .
P. Christiansen represented the applicant.
Motion by J. Lafond to close the public hearing to take information under advisement
to issue Order of Conditions within 21 days , second A. Resca, motion carries, H.
Fink opposed.
A nother plan will be submitted for lots 15,& 16,
5. Public Hearing: Lots 17 - 16 Barker Street
T. Neve represented the applicant.
T. Neve will tell us the date of the master sewer plan.
Motion by J. Lafond to close the public hearing to tac7ce information under advisement
to issue Order of Conditions within 21 days or after receipt of a file number,
second H. Fink., motion carries.
T, Neve will submit any other information he deems necessary..

6. Public Hearing: Lots 5, 6 & 7 Sharpners Pond Rd. /Liberty Street
Charles O'Donnel represented the applicant.
Motion by H. Fink to close the public hearing to take the information under
advisement to issue Order of Conditions within 21 days if a file number
is received, second B. Mansour, motion carries.
7. Lot A Marbleridge Road
A letter was sent to them to file a Determination.
Motion by B. Mansour to issue an Enforcement Order to stop all work and file
a Request for Determination or a Notice of Intent , second J. Lafond, motion
carries.
Send by registered mail.
8. ABC Bus Company- Enforcement Order
Mr. Carroll attended the meeting.
Motion by B. Mansour to let them work on the building only until we view the
site on Saturday, second H. Fink, motion carries. J. Lafond opposed.
9. Lot 7 & 8 Penni Lane
T. Peter lifted the Enforcement Order after . W. Johnson submitted a schedule.
T. Neve & T. Peter will go out to the site.
10. Tucker Farms
Tom Laudani and Phil Christiansen attended the meeting.
The flow diversion and replacing of the wetlands has not been done to date
because of weather conditions,.
Motion by H. Fink to allow them. to finish the diversion ditch onlots 4, 5, & 6, 7
when it is completed, stabilized, and approved by NACC work may be allowed
on houses. Motion by J. Lafond to amend the motion to have them submit a
detailed cost estimate of replacdng the wetlands so that the Commission can
compare it to the original bond, second H. .Fink, motion carries,
second Jack Lindon, motion carries.
11. Lot 6 Tucker Farms
Motion by J. Lindon to issue an Enforcement Order to have them follow all
conditions in the previous Order of Conditions including the diversion Glitch,
second J. La fond, motion carries.
Send by registered mail.
12. The Pines
T. Neve will be at the next meeting with a plan.

13. The Bridges - put on next agend
Haybales are in place.
Lots 29 and 30 - the owners are Crestwood Builders and N.A. Realty Corp.
Send them copies of the Enforcement Order.
14. Village Woods
Have Tracy check to see if they received the Enforcement Order and if work
is going on at the site.
15. Campion Hall - Calculations
P. Christiansen reviewed the calculations with the Commission.
He will be filing a Notice of Intent.
He would like our comments on the calculations.
16. Lot 37A Vest Way - compliance
Motion by H. Fink to empower the site visit team to issue a compliance on file.
242-184 and 242-95, second J. Lindon, motion carries. J. Lafond opposed.
17. Deerfield Lane
P. Christiansen will give us an extension for the Order of Conditions.
18. Heritage Estates Order of. Conditions 242320
Motion by J. Lafond to deny this project without prejudice , second J. Lindon,
motion carries.
19. Order of Conditions: Deerfield Lane
Motion by J. Lafond to issue a denial 'without prejudice as amended, second H.
Fink, motion carries.
20. Order of Conditions: Lot 3 Campbell Road
Motion by J. Lindon to accept draft Order of Conditions as amended, second,
motion carries.
21. Bills
Motion by H. Fink to pay $44.00 for stamps, $31.19 to Thompsons., $4,00 to T.
,Peter for erosion booklet, $2.40 to T. Peter for mileage,, second J. Lindon,
motion carries.
