a) Wetland Restoration Plans, Town Farm Reservoir
from Lally Associates. Jo Lafond to review,

2) Attorney Hyde represented potential new owner of Trombly Bus
Property. A site visit made on March 1st was discussed. The
NACC made comments on the informal submittal.

Michael Mak of Lot 45 - French Farm Village is waiting
to find out about the second drainpipe,. NACC is awaiting
comments from To Counsel on the posted bond.

4) Jerad Place - Phase I
Mr. Janusz requested clarification of the Order of
Conditions relating to wetland replacement. J. Linden
explained that he did not mean to stop all work on the
roadway during revegetation. J. Lindon motion to change
condition #15 to adds
"'except for that work required for the roadway".
A. Resca second, motion carries.
5) Lot 2 Salem Street
B. Deluca, owner, presented a change in his Order of
Conditions, that being the wetland replacement location
area. T. Peter will review.
6) Half-Moon Woods
Applicants presented a new plan (change in road location
and new headwall locations). J. Lindon motions to accept
the plan as submitted dated Dec. 23, 1955, drwg. #110-01D-
Rev. 0, by Control Associates, Inc. , and to delete Condition
021 bf the Order of Conditions. H. Fink seconded. Motion
carries.
7) Determinations
Driveway off Sharpner°s Pdnd Road. The applicant, Carl Silbert
presented a plan to the NACC. W. Vicens has concern for
lack of proposed work shown on the plan. Motion was made
for site visit this Saturday and continue Public Hearing
for March 19th, 1986. An extension will be mailed to us.
J. Lindon motions to have revised plan showing proposed
work. H. Fink second, motion carries.
S) Determination
Lot 1A - Winter Street. Thomas Neve represented the appli-
cant. H. Fink motion to make a negative determination.
They have to provide a double row -of stacked hay bales and
second row of bales backed by filter fabric. J. Lindon
second, motion carries .
9) Lots 2C-3C Great Pond Road
James Curran of Cyr Engineering, represented the applicant,
determinations Lots 1C, 2C and 3C Great Pond Read. H.
Fink motion to continue Public Hearing, T. Peter to meet
with IEP on the site prior to March 19th. J. Lindon second.
J. Lindon to accompany Tracy on the site visit. A two week
extension will be given by Cyr Engineering in order for the
site to be flagged by IEP.

10) Lot B - Boston Street
Order of Conditions. Notify abutters at next Public
Hearing. Mr. Solomon and Mr. Joe Cushing were con-
cerned about the wetness at the site location. H. Fink
motion to accept the draft Order of Conditions as amended.
J. Lindon second, motion carries.
11) J. Lindon proposes that abutters be notified by the
applicant. Will be discussed at next meeting.
12) Lot 33B Vest Way - Enforcement Order. J. Lindon motion
to stop a woron lot 33B Vest Way until erosion control
measures as specified in the last Enforcement Order have
been implemented. H. Fink second, motion carries .
13) 1499 Salem Street - Enforcement Order
J. Lindon motioned to ratify the Enforcement Order of
2/28/86 to stop all work in the wetland area. H. Fink
second, motion carries. Place on March 19th Agenda.
14) The Meadows
T. Peter write letter to Town Counsel following up on
letter of Feb. 4th. We would like to pursue legal action
in compliance with the Wetlands Protection Act.
15) Salem Forest II
Check on file and issue Enforcement Order if work has started.
16) Trombly Bus Com an - Frank Trombly
J. Lindon motion to issue an Enforcement Order due to run-
off of oil and debris into wetland, and asking him to
attend meeting of March 19th to provide a plan to protect
the wetlands. H. Fink second, motion carries.
17) 75% Upland Criteria
Charlie Foster, zoning officer is concerned with the pro-
cedure to be taken defining the 75% Upland Criteria.
J. Lindon suggests all Form A lots reviewed at the Planning
Board stage must then come to the NACC for approval before
going to the Building Department. An Administratave Pro-
posal will be formed before Town Meeting.

18) Lot 1 w Kieran Lane
T. Peter to review plan to determine if a Notice of
Intent will be required. Request haybails be placed
if needed.
19) Lot 15 & 16 Salem Street
Invite Christiansen Engineering to next meeting to discuss
Compliance of Order of Conditions .
20) Lots 1.2.3 and 4 Foster Street
Erosion control needs to be improved (#242®272 & 242-276)
