Minutes of the Meeting; of April 9, 1986

Chestnut Green
Dick Rivera of the Newport Group attended meeting. The
required wetlands replacement plan was submitted. Lill was
removed. Hay bales replaced. Staking, to be done. We will
check site and look at plans ® J. Lindon to check into this
for next week's meeting
Bear Hill - Enforcement Orders
A total of fifteen Enforcement Orders were sent out dude to a
regional rain storm March 14th (Friday) which caused considerable
siltation run off in this area and eventually into the lake. The
Commission discussed the owners who have not acknowledged
receipt of the Enforcement Orders. Frac met with 'Lown Counsel.to see what the next step of enforcing the Orders would be.
Several Violation Notices were also sent out to get some kind
of action on this problem. Re: Tot. 66 - J. Tafond motion not
to issue Certificate of Compliance. H. Fink second, motion

J. L.afond motion to issue a Notice of Enforcement Order Violation
per ,lack of response to our enforcement Order and letter Notice
should state that if no compliance is met that an injunc,tion
will be sought within one week from receipt of this notices

The following Tots of Lear Hill will be put on next week's agenda;
(Lots 33A, , , and 67) .

Lot #37 ® Owner informed Tracy Peter that he would be landscaping as
soon as possible. Requested to put hay bales out immediately.
Require owner to put in writing by next week as to when it
will be finished and hay baling placed.
Lot 25A - J. Lafond motion to issue a Notice of Enforcement Order
Violation, A. Resca second, motion carries.
Lot 59 ® Landscaping within two or three weeks . Requested response to
us in writing by next week. Put hay bales out.
Lot 21B m Requested erosion control at base of easement.
Lot 22C - Phone call or send letter to old address.
Lot 42 ® Zach Alexanian/T. Goodwin of Designer Homes reported on this lot.
Lot 62A ® Bear Hill -J.Lafond motion�issue- Notice of Enforcement Order
Violation. A. Resca second, motion carries.
Public Works (Town Farm Reservoir) A site visit scheduled. Needs more
mulchin .
Town Landfill J. Lafond motion to lift Enforcement Order due to lace
of a violation. J. Lindon second, motion carries.
Lot 5 North Andover Business Park
To be on next week's Agenda since attorney could not attend
meeting to discuss the wetland violation.
Osgood Mills _ T. Neve represented Ben Osgood. Spoke at length on the
new plans for Osgood Mills , and excess runoff from Davis
and Furber property. Proposed wetland work will involve restoration
of pond. T. Peter to arrange a site visit with Highway Surveyor.
Barker Street - Discussed George Barker' s 13 acres. Crossing already
has an easement through it for total impact. Needs
adequate protection of wetlands . Need more discussion with Mr.
Barker and Engineer to come to some kind of understanding on
this project prior to a filing. Can Conservation Commission be
granted some land in exchange for easement? Is the pumping station
adequate enough for sewerage drainage? T. Peter to arrange a meeting
with George Barker and Public Works.
Smolak Farm - J. Lafond motion to issue negative determination, conditional
after we receive additional erosion protection measures
plan to protect behind the construction site. J. Lindon
second, motion carries.
Lot 33 Vest Way - J. Lindon motion to issue a Notice of Enforcement
Order Violation, that all work shall be done in one week from
receipt of Notice and to attend next meeting. Send original to
owner and copy to Police Chief. J. Lafond second, motion carries .

French Farm Ville
One of the members of the French Farm Association expressed
grievances and notified the Commission that the Association is
working with the Attorney General ' s Office. T. Peter will make
an appointment with Town Counsel to discuss French Farm prior
to our next meeting. Barker Street Trust is expected to submit
a schedule for completion of this project by April 15th.
Lots 1,2,3 and 4 - Liberty Street - J. Lafond motion to accept all four
Orders of Conditions as amended. J. Lindon second, motion carries .
Lot 4 Chestnut Street ® T. Peter to write a letter to Coolidge Construction
on Lot 4 Chestnut Street. Expect to see a swale from back of Lot 4
connecting to Lot 1 and toward wetland area.
