Bear Hill - Lot 4 - Request for Compliance - Detention Pond in
need of work. T. Peter~ to check if Detention
Pond is included on Lot 4.
French Farm„ Villg y - At the April 19th, Saturday visit the NACC
decided that theapplicant: should install pipe
according to Plans . Site visit ;scheduled.
Chestnut Green - Client is meetingwith the 'North Andover Fireµ Chief Dolan regarding new plans in the works
f v a. Fire Lane. He will let us know when the
Plans are finalized, for our review. Mr. Maynard
confirmed that erosion control is in place
J. Lindon approves of erosion control measures.
North Andover Business Park - Thomas :leve, Engineer, Attorney� a

attended the mtg. In a letter written to Jeh anne
from Guillermo Vicens , our chairman clarifying the
following is sue6

for all issues and/or correspondence
on this project.
2. A Notice of :intent, will be filed her

wetlands affected her the cul-de-sac
near t:Route 125.

1986 (this is one week later than we
originally discussed) ;

Is there a crossculvert under Willow
Street extension that was not on the
original plans?
4. A written response to our Enforcement Order
dated April 2, 1986 on Lot 5 will be sub-
mitted to the NACC by May 13, 1986.
5. The NACC approved the plan submitted
April 1, 1986 by Christiansen Eng. for
Lot 7 as consistent with the Revised Order
of Conditions for this project.
Coventry_ Phase I -
Scott Moorehead represented Coventry Corp. T. Peter had
questions -about location of structure. The plans will be in con-
formance to the Order of Conditions . Contractor would like to
cut trees , leaving stumps intact. Board felt that work on the
ponds, as requested in the Order of Conditions, should take
precedence over this tree removal work. Jack Lindon made motion
to allow tree removal. H. Fink and A. Resca voted against.
Motion carries.
Public Hearing - Barker Street
Thomas Neve, Engineer,presented plans . (The previous file was
denied) . Plans were discussed - J. Lafond motion to close public
hearing, take matters under advisement, issue Order of Conditions
within 21 days . Jack Lindon second, motion carries.
Public Hearin - Lots 2C and 3C - Great Pond Road
Bob Campbell represented Ellco Inc. , New plans were, brought
in for a decision, dated 4/23/86. Michael Markus from New England
Environmental appeared with Mr. Campbell. A pre-existing drainage
system was explained and a geneol discussion was mulled over, as
to the type of wetland. Jack Lindon motion to close the public
hearing and take matter under advisement, issue Order of Conditions
within 21 days . JLafond second, moti.o7n. carries.
Town Meeting Warrant Article #14
Member of Building Permit Limitation Committee attended the
meeting. We liked the idea to put a hold on building as there is
too much going on now, that it is getting ahead of us and we would
like to see it in an orderly fashion, with more planning and thought
put into it. However, there are many pros and cons to be considered.
Motion to support Article #14 at the Town Meeting.

Heritage Estates
Issued denial on Order of Conditions last November. No cutting in
buffer zone 25 ' from edge of wetlands and no construction 100'
from edge of wetlands but allows the roadway, utilities and drain-
age facilities and the proposed construction of roadway only 80 or
90' from wetland. Construction schedule to follow. Wetland re-
placement as per plans . No Notice of Intent for Lots 3,4,5, & 6 as
work is shown on plans . B. Mansour motion to accept the draft
Order of Conditions for Heritage Estates File #242®320 as amended.
J. Lafond second, motion carries.
Sideri Place
J. Lafond motion to close Public Hearing, take matter under advisement
and issue Order of Conditions within 21 days . J. Lindon second,
motion carries. A matter of common driveways to be taken up with
Planning Board and Town Counsel .
Bear Hill
J. Lafond motion to lift Enforcement Order on Lot 13 Bear Hill. B.
Mansour second., motion carries.
B. Mansour motion to Lift the Enforcement Order on Lot 59 Bear mill
J. Lafond second, motion carries.
J. Lafond motion to issue Notice of Enforcement Order Violation for
Lot 67 Bear Hill. B. Mansour seoDnd, motion carries .
J. Lafond motion to empower a site visit team to lift the Enforcement
Order on Lot 37, if the Lot meets the requirements. A. Resca second,
motion carries.
Lot 62A - Owner George VasPaoli, as yet no reply on Enforcement Order.
Lot 33 Bear Hill has erosion control lacking.
Lot 25 - No reply. Enforcement sent to English Pines Construction.
J. Lafond motion to submit to the proper channels for further
action, namely Town Counsel. B. Mansour second, motion
carries .
Blue Ridge Road - Problem sedimentation Pond.
Lot 33 Vest Way
As yet have not heard from owner . J. Lafond request Board of Selectmen
8 to approve our use of Town Counsel to further pursue legal action to
a bring Lot 33 Vest Way into compliance with the Order of Conditions .

J. Lafond motion to issue an Enforcement Order. Forget Property
has expired Order of Conditions . Suggested to empower. Tracy Peter
to issue Enforcement Order. A. Resca second, motion carries .
Campion Hall m Violation of siltatioii run-off into Lake Cochickewick
