Minutes of Meeting of .June 18, 1956

Lot 63 Rvar reenDrive
At a site visit on ,June 17 it was noted a filling of loam had been
made recently. Establishing the length of time it was there
posed a problem. It was suggested that a consultant who could examine
site as to when filling had taken place, namely arborist, Ellen Chagnon
should be retained to suggest corrective action.

ii. Fink motioned to ratify Enforcement Order on Creat Pond Road.
B. Mansour second, motion carried.
Lot 6B Patten Lan - Enforcement Order
B. Mansour explained plans showing a steep grade that needed a dbuble row
of hay bales for erosion control. It was suggested a site visit be made
to inspect the placement of erosion control. On 6/23 received a call
from B. Mansour recommending a lifting of the Enforcement Order.
Lot 36 - The Pine
W. Vicens to check the film - this is possibly a negative determination.
Sideri Place
A site plan review was made by the Planning Board. T. Peter to write
Planning Board. We accept items listed, in letter of May 28, 1986,
a.s part of ruirements in Order of Conditions. W. Vicens stated conditions
mee ith the revised plans. B. Mansour second, motion carried.
Coventy I Retention Pond YL4
A c�uestion e up as to whether this area was mentioned in the original
Order of Conditions. This area is under consideration for town property,
Town wants NACC® s approval. T. Peter to make site visit, and Willie to
check calculations.

North Andover Business Park
James Bourgois from Channel attended meeting, he is the replacement
for Jehanne Arslen. A lot of questions still unanswered for the
NACC were stated. Mr. Bourgois said things had slowed down due to a
re-organization of Channel, but they would work on this unfinished business.
W. Vicens requested a letter from them by July 14th answering some of these
problems. A review would take place on July 2nd, and July 14 on the back
of Lot 3.
Lot 9 Tucker Farms
Henry Fink to contact J. Philbin regarding this area. This will be
placed on next week' s Agenda.
Re-a eni.n of Lot 5A Salem Street - Public Hearin
Richard Habib, owner of Lot 5A Salem Street presented changes to the
Boardfor altering land in his backyard (1,000 square feet) . A letter
from Karen Nelson, Town Planner was read - a Special Permit-Public Hearing,
will be required. (Negative recommendation) . W Vicens mentioned that no
work within 25 feet of a wetland allowed at this time. J. Lindon suggested
a meeting with the Planning Board should be made by next Monday bight, and
a decision made next week. W , Vicens motion to close public hearin on
Lot 5a Salem Street, take matter under advisement and amend Order o
Conditions by next Wednesday. A. Resca second, motion carried.
Lot 3 Marblerid a Road -Determination
Owner by Joseph and Angela Cavallero for an addition. Ano Correnti,
builder represented owners. Would install haybales to protect the lawn.
H. Fink stressed his opinion on conversion from septic system to sewer
line. Letter from Planning Boar* read. W. Vicens motioned to close public°rearing,

Route 125 - B -Pass
Bob Carter, engineer out of Danvers Office of the Comm. of Mass. , Public
Works, appeared before the Board. At Station #59, crossdrai.n, headwall. has
deteriorated, needs to be rebuilt. A detailed plan will be needed for this
repair work. W. Vicens motion to close Public Hearing on Route 1.25,
H. Fink second, motion carried.
Lot 1 Berry Street - Public Hearing
To alter land for the proposal of a warehouse and office building. Robert
S. Brustlin, representing owner Rivers D_ ev.Corp. presented his plans . Also,
Alan Clapp Sr.Proj . Eng. attended meeting. (29,800 feet involved) flans
were presented and discussed. Nancy Hogan, an abuttor spoke with concern
for drainage onto her property. W. Vicens motioned to close public
Hearing, issue Order of Conditions in twenty-one days after receipt of

Lots IOB, IIA and 12A - Laconia Circle - Public Hearing Re-Opening
Mr. Pellitier presented his plans to the Board regarding increase in replacement area,
and stream in letter form. W. Vicens motioned to close public hearing on Lots 10B,
11A and 12A, take matter under advisement and issue Order of Conditions within 21
days. Motion carries.
Lot 7 - Salem Gardens/42 Bannan Drive - Public Hearing
W. Vicens, being the owner of Lot 7 - Salem Gardens represented himself.
The purpose of this hearing is to construct&swimming pool along the back of his
property. 400 square feet of wetlands to be altered for construction of lazy.mL"
shaped pool. Brook runs along back of property. Will stay as far away from the
main wetland as possible. The area will be staked and hay baled at the edge of the
proposed work. No replacement area proposed but if need be it will be done.
B. Mansour motioned to close public hearing of 42 Bannon Drive, Salem Gardens for
the purpose of issuing an Order of Condtions. A. Resca second, motion carries.
W. Vicens abstained:
Lots 24-28 Forest Street - Order of Conditions
We have single driveways, double driveway crossings - 2300 square feet of filled
wetlands, two areas involved. Discussion with the Board, Phil Christiansen
and Mr. Simmonds of the Planning Board on common driveways, and replacement areas.
W. Vicens makes a motion we issue the draft Order of Conditions we have amended
tonight on Lots 24-28 Forest Street as soon as we receive file no. H. Fink second,
motion carries.
Lot 1 - Carriage Chase - Order of Conditions
G. Vicens make a motion to accept draft Order of Conditions. Henry Fink second,
motion carries. 4-2 (2 abstained) File 4242-352.
Deerfield Lane - Order of Conditions
Phil Christiansen represented owner. Spoke on wetland replacement areas. Bond issue
$30,000. G. Vicens motioned we issue the amended draft Order of Conditions for Deefield
Lane File '#242-348 as amended. R. Mansour second, motion carries.

Ltr. from Robert Luciano requesting Certificate of Compliance for Lot 66 Bear Hill.
W. Vicens motion that A. Resca visit site and issue Compliance if it complies with the
Order of Conditions. H. Fink second,., Loam and seeding was recommended by the NACC.
Motion carries
Request for Certificate of Compliance of 914 Turnpike Street, File #242-190. H. Fink
motioned to issue a Certificate of Compliance for 914 Turnpike Street. W. Vicens
second, motion carried.
