Minutes of Meeting of July 2, 1986

Lot 3 Greenwood East Lane - Enforcement Order
Issued Enforcement Order on June 27, 1986 regarding filling going on in wetland
Mrs. Jones, the owner, appeared before the commission. J.Lindon motined to have
hay bales installed at the bottom of slope and grade-back fill from slope. B.
Mansour second, motion carried. J. Lindon to write letter and A. Resca to review
subdivision file. To be on next week'sagenda.
Deerfield Lane - Sewer Options
Phil Christiansen of Christiansen. Engineering and J. Borgesi, Supt. of Public Works,
attended meeting. J. Lindon motioned that we state our preference to be for sewer line
to go up Johnson Street, instead of across Reynolds Field to Abbott Street through wet-
lands. C. Lowery second, motion carried.
DPW - Ozone Generator
W. Vicens read letter from Lally Associates. Discussion took place between Commission
and Lally representative, with J. Borgesi, Public Works. It was -motioned - by J.
Lindon that this project be certified as an. Emergency Project, as per 31.0 CMR 10.06
the NACC approves the following work conditions: 1. Work to be performed in conformance
with Lally Associates letter and plan dated July 1, 1986. 2. Erosion and sedimentation
controls to be installed prior to construction. 3. All activities to be completed within
thirty (30) days. 4. Ozone tank at the North Station to be moved from shoreline, and
inlet, outlet lines to be reversed. and 5. The ozone tank to be moved away from shore-
line at the South Pumping Station. B. Mansour second, motion carries.
Orchard Path - Re-Opening of Coventry I - Public Hearing
John Callahan appeared before the Commission representing Mike Smolak. A walk of
this wetland area will be made. Jack Lindon motioned to close Public HEaring and issue
an amended Order of Conditions within 21 days. C. Schoene second, Lot 9 to be checked as
there is a question as to possible isolated wetland.
Lots 1 and 2 Berry Street
Clifford Carlson of Elm Sq. Associates represented the applicant.Discussed utility ease-
ment across wetland area. Problem of destroying wetlands with machinery. Flags to be
checked at a site visit and there will be a flagging of the wetland boundary. J. Lindon
motion to close public hearing and issue Order of Conditions within 21 days after receipt
of letter from applicant that states that wetland flagging is in place. B. Mansour
second, motion carries. We will. notify Mr. Carlson when site visit will take place.

Mike Kettenback appeared before the Commission to present a new set of plans, as in
recent months this project had been denied by the Commission. On the new plans the
building had been revised considerably. Commission suggested that he have the area
staked where the building would be constructed and also stake where the two center lines
of the roadway would exist. B. Mansour motioned to close the Public Hearing and issue
an Order of Condtiions within 21 days after receipt of letter stating that wetlands
were staked for the field visit. A. Resca second, motion carries.
Coventry 1 - Detention Pond #4 =
This is town property which is now being looked upon as flood storage for Coventry
Estates. NACC talked about possible exchange of property for use of Town land. Town
has not come up with a conclusive idea as to the disposition of this area. Approval
is still needed by the Board of Selectmen.
Lots 1 and 2 - The Pines
WcV censVsuggested that Tom Neve be told of the problems and if not corrected, we will
have to issue an Enforcement Order.
Lot 36 - The Pines
W.Vieens/suggested that this lot tela Negative Determination. No significant change has
taken place. Motion made by J. Lindon to issue a Negative Determination on this
Lot despite the new house location. Second by B.Mansour, motion carried.
Tucker Farm
Three things to be done on this filing. 1. Allow work to begin on Lot 9 after the
swale is constructed and approved by the Commission.
2. Notify other owners of Lots 10-13 not to start�7ork until swales have been constructs
and approved by the Commission.
3. Notify builder to clean up the construction debris behind Lots 10-13.
No construction of houses to take place until the above has been followed through.

an Enforcement Order.
926 Forest Street
This Lot has been filled in, NACC does not know what the extent is. An Enforcement
Order to stop work has been issued. T. Peter and C. Lowery are going to do some
research on a method to detect the amount of wetland f illiRequest that fill be
pulled back and revegetated. Site visit to be made tint with owner. NACC
requested that hay bales be installed to protect the wetlands.

Lot 49A - Carlton Lane - Request for Compliance
No grass. Checked Order of Conditions to see if we have jurisdiction. T. Peter checked
Lot line change and determined that we do have jurisdiction. T. Peter to write letter
that Compliance was denied and that they are within the buffer zone.
Lot 6B - Patton Lane - Enforcement Order
Bob Mansour motioned to lift the Enforcement Order, Arthur Resca second, motion carried.
Laconia Circle - Lots 10D, 11A and 12A - Order of Conditions
Bob Mansour motioned to accept Order of Conditions as amended, Jack Lindon second,
motion carried.
42 Bannan Drive/Lot 7 Salem Gardens - Order of Conditons
B. Mansour motioned to accept Order of Conditions for 42 Bannan Drive as amended.
J. Lindon second, motion carried. W. Vicens abstained'.
