Minutes of Meeting of September 3, 1986

Jack Lindon motioned to accept the Minutes of May 21 and June .1.8, 1.986 as amended.
A. Resca second, motion carries.
Jerad Place
Jack Lindon motioned to accept the plan by Thomas Neve dated August 21, 1986,
drawing #S-305-10 and associated drainage calculations to allow the filling of an
isolated wetland on Lot #10 and also to accept the plan by Thomas Neve dated
August 22, 1986 drawing #S-305-7 to satisfy Conditions #13 and 16. A. Resca second,
motion carried.
125 Salem Street
Jack Lindon motion to issue a negative determination with a condition that a hay bale
barrier be installed as shown on submitted plans. A. Resca second, motion carries.
Lot 26 Forest Street (S innin wheel Estates)
Jack Lindon stated that he had visited this lot and found there had been a stream on
this lot but it posed no problem as it is no Longer. active. J. Lindon motioned to
issue a negative determination for this project. A. Resca second, motion carried.
Sideri Place
Jack Lindon explained to the new member regarding the special permit requirements for
the common driveways on this project. Jack Lindon motioned to accept cross:-section ,
B-B on plan if "modified .to Ve not more than- 28 feet wide. L.Bruinooge second,
motion carries.
Lot 8 Mill Road
J. Lindon and C. Schoene made a site visit. Two weeks from tonight an Order of Conditions
will be issued. There are two problems with this area: 1. wetlands were incorrectly
flagged were not shown on adjacent .lot and 2. needs a culvert under the driveway.
Recommended we deny. project due to lack of information. Notify applicant of pending
denial and suggest tht Notice be denied. No motion was made.

Lot 21 - The Pines - Public Hearing
Thomas Sleeper, owner of this property and a Mr. Dan Kinney attended meeting. Mr.
Kinney represented the applicant. J. Lindon motioned to issue a negative determination
with conditions 1. they Rice a double row of hay bales as shown on submitted plan
2. hydroseed and mulch by.,tctober . . Order of Conditions for The Pines #242-236
shall be recorded on this Lot #21. A. Resca second, motion carried.
Coventry TT-A, Coventry II-B , Coventry Tl-C - Reopening of Public Hearing
Scott Moorehead from Beta Engineering represented Coventry Development Corporation.
A report from IEP (the Conservation Commission's consultant) recommended that a
series . of questiq.ns be addressed
in the Notice of Tntent or a denial would be necessary. William St. Cyr spoke up for
his mother who is an abuttor with regard to a crossing of a stream twice for a sewer.
Lou Augusta of Fuller Rd, an abuttor attended mtg, as did Brenda Clark of 860 Salem
Street. J. Lindon motioned to recontinue the Public Hearing on Coventry A,B, and C
until two weeks from receipt of the additional information. A. Resca second, motion
carried.
Affiliate Members
The subject of Affiliate Members was approached and after a few adjustments to the
ad for the North Andover Citizen it was motioned by J. Lindon to approve the funds
and the ad for the next publishing date which is September 11, 1986. L. Bruinooge
second, motion carries.
Alcott Village - Order of Conditions
J. Lindon motioned to accept draft Order of Conditions as amended for File #242-366,
Alcott Village. C. Schoene second, motion carried.
Coventry Estates II - Utilities - Order of Conditions
J. Lindon motioned to accept draft Order of conditions for File #242-363 - Coventry
Estates TT - Utilities as amended. A. Resca second, motion carries.
Filing Fee
The Commission interpreted the new filling fee bylaw to require $25.00 for a driveway.
