Meeting of Sept. 24, 1986
MINUTES

Robert Mansour motioned to accept the Minutes of Meetings of September 17th
and September 10th, as amended. C. Schoene second, motion carried.
A. T.& T. (Old Western Electric Plant) Violation of Wetlands
Jerry St. Cyr and Jim Orpen attended the meeting. It had been found that work
was taking place in the wetlands on the southwest corner drainage ditch - weeds
were being removed that had stopped a flow of water, plus the area had been
regraded and rip-rap placed along the banks. The work was done to maintain
the flow capacity of the drainage channel. Plans were shown that since 1953
nothing had been done through 1980 to clear the area. J. Lindon motioned that
(1) a check dam be placed for erosion control as soon as possible. (2) Notice
of Intent be filed and (3) a site visit to be made by the NACC. R. Mansour
second, motion carried.
Lots 2 and 3 Carlton Lane
The owner, Ben Osgood did not attend the meeting. Letter to be sent by W. Vicens.
Shannon Lane
Curt Young presented a conceptual wetland replacement plan. A final plan and
schedule is forthcoming. J. Lindon motioned that we accept the plan concept and
wait for calculations. B. Mansour second, motion carried. To be put on next
week's Agenda.
Town Farm Reservoir
Wetland restoration Report was found to be O.K. per T. Peter.
Coventry Estates II
T. Peter met with Ellen Chagnon on Wetlands Review in the areas of Coventry II,
French Farm and Evergreen Drive. Ellen Chagnon will send in a report that we
can act upon.

Heritage Estates -
(Work taking place.) Mrs. Parker, the owner of a corner lot in Heritage
came into the office and explained why she moved some soil for the purpose of
increasing the sight distance of the existing driveway for the kindergarten school
bus that stops there every morning. Work is not being done by the subdivision
developer. Mrs. Parker did not attend the meeting. J. Lindon motioned that erosion
controls be installed (hay bale barrier) this week, if not an Enforcement Order
will be issued next week, also seeding and mulching to bring the area into
stabilization as much as possible due to the lateness of the growing season. B.
Mansour second, motion carried.
North Andover Business Park - Extension Request
J. Brourgeois was present at the meeting and discussion took place on how to
close out this file as soon as possible,a►d/start new filing on new work. After
much discussion the Commission requested a schedule two weeks from tonight to
address legal questions. W. Vicens to trace history. J. Lindon to contact D.E.Q.E.
Assessors letter for Lots 7 and 8 is to be on Oct. 8th Agenda as lots are deemed
"unbuildable" , but NACC policy has not been clarified.
Town of North Andover - Public Hearing for Sewer Extension
The area involved is Sandra Lane. J. Borgesi, Superintendent of Public Works
presented plans with a proposal of ten working days for completion. B. Mansour
motioned to close the public hearing - issue Order of Conditions within 21 days.
C. Schoene second, J. Lindon abstained, motion carried.
North Andover Housing Authority - Determination
Louis Minicucci Jr. , Executive Director of the North Andover Housing Authority
was unable to attend the meeting. The area involved includes Ashland and Second
Streets, North Andover. T. Peter made a site visit and it was established that the
flood plain does not present a problem. J. Lindon motioned to close the public hearing,
issue a Negative Determination on both sites, with Conditions on Ashland Street site
of a single row of staked hay bales to be placed and inspected by NACC and approved
before start of construction. A. Resca second, motion carried.
Plaza 1060 (Osgood Street) - Public Hearing Commercial Building
Steve Stapinski of Merrimack Engineering Services represented the owner, presented
plans and a Notice of Intent describing work already underway. As of this meeting
catch basins are to be installed, erosion control is now in place. The storm drainage
now in place was approved by the State. J. Lindon motioned to close the public hearing
on 1060 Osgood Street for the purpose of issuing an Order of Conditions within 21
days. C. Schoene second, motion carried.
Lot 8 Mill Road - Reopening of the Public Hearing - File #242-368
on, the owner. The area involved is 1 acres

Plans presented and discussed. C. Schoene motioned to close the public hearing and
issue Order of Conditions within 21 days after receipt of additional information
on calculations on replacement area.

Tucker Farms
Iurt Young and Phil Christiansen gave the Commission an up-date of continued
wetland replacement. Bond release request (additional $23,000 ) . It was
established that by the end of October the vegetation replacements should be in.
J. Lindon motioned to release $23,000 bond. B. Mansour second, motion carried.
Lot 4 Cray Street
Plans for a retaining wall were presented and it was established to be an insignificant
change to the Order of Conditions, with the stipulation that erosion controls need
to be upgraded. J. Lindon motioned that the plans for the retaining wall are accepted
with the exception of erosion controls to be placed before the start of work.
B. Mansour second, motion carried.
Meadows Property - Violation
A draft letter to Mr. Meadows was reviewed, voted and accepted upon. W. Vicens
suggested that the letter be sent out this week. C. Schoene second, motion carried.
A meeting with the Selectmen will be scheduled.
Lot 29 - Bear Hill - Enforcement Order
It was motioned that an Enforcement Order go out on this lot to read "Stop all work-
staked hay bales be put in place at the bottom of the slope'. B. Mansour second,
motion carried.
Davis and Furber
Sub-Committee B. Cyr to be chairman of Committee or Fire Chief William Dolan.
Lot 2AA - Granville Lane - Compliance Request
B. Mansour motioned that we issue a Certificate of Compliance on Lot 2AA Granville
Lane. A. Resca second, motion carried.
