EQUESTRIAN ESTATES
Lots 1OB, 11A and 12A Equestrian Estates - George Pelletier. of Equestrian
Estates Association requested an extension on the driveway crossings (Condition#13),
He claims that the wetland replacement will be completed by October. 31., 1986.
C. Schoene motioned to grant an extension on Condition #1.3. Lois Bruinooge second,
motion carries.
1.5/16 Salem Street
T. Peter to call Phil. Christiansen and warn him that a letter from Forbes Realty
Trust is due concerning a Special Permit Approval. If a letter is not received
by next Wednesday then an Enforcement Order will. be issued and the Commission will
request that the Building Inspector not issue an Occupancy Permit for these lots.
22/23 Forest Street
T. Peter. recommended Lifting of the Enforcement Order since the stripped wetland.
area has been revegetated. A. Resca motioned that we lift the Enforcement Order
on 22/23 Forest Street File #242-289 and 4242-31.0. L. Bruinooge second, motion
carries.
DAVIS & FURBER
Ted Levy, Architect for this project, sent a letter which was read by W. Vicens.
It was decided to ho]O-up on this project until September 24th's Agenda. Put on
list for site visit.
Lot 29 - Bear Hill - Compliance Request
T. Peter made a site visit to this are° r� iehwil esenabseYet hr on results of
this site visit. It was noted that an Enforcement Order will be issued in two
weeks if the Lot is still unstabilized.
Lot 8 Mill Road
Lot boundaries were not correctly shown on plans per J. Lindon and C. Schoene when both
had visited the area. It was suggested that the Applicant re-open the public
hearing on September 24th.

Lot 37A - Bear Hill - Compliance
Lois Bruinooge motioned we issue a Certificate of Compliance on Lot 37A - Bear Hill.
A. Resca second, motion carried.
Open Space Plan
T. Peter gave update of planning grant procedures.
AFFILIATE MEMBERS
T. Peter to send cover letter and copy of Ad to the Selectmen.
TEOMA ESTATES
The Commission received a letter from Steven Stapinski of the Merrimac Engineering
requesting that Cranberry plants be a replacement for Speckled Alders in the
wetland replacement area. Lois Bruinooge motioned to accept the replacement plants
on the revised plans. C. Schoene second, motion carries.
PUBLIC HEARINGS
Lot 1, 2 and 3 Candelstiek Road - Determination
David Minicucci of 340 Johnson Street, represented the owner, Litha Flynn.
He presented the plan to the Commission. It was established by Mr. Minicucci
that of the three Lots - only one house is to be built. It was suggested
that we would continue the public hearing until next Wednesday, as they would need
more information in order to make a decision. C. Schoene motioned to continue
the public hearing for next week on Lots 1,2 and 3 Candlestick Road, Lois Bruinooge
second, motion carries. A one day extension letter will be furnished by Mr.
Minicucci.
North Andover Housing Authority - Determination
Lou Minicucci represented the NAHA appeared before the Commission on two projects
for the elderly, one to be located on School Street and the other on Ashland Street.
There were 4 items that the Commission needed before reaching a decision on the
Ashland Street site. 1. A letter with a week�sextension. 2. New plans providing
the 100 year flood elevation, 3. Row of hay bales barrier, and 4. location of
the proposed Building. A. Resca motioned that we continue the public hearing to
after the receipt of the above information. C. Schoene second, motion carries.

PUBLIC HEARINGS - Continued
Continental Cablevision
Joseph Cushing from Richard Kaminski 's office represented Continental Cablevision.
The applicant had changed their plans so the file was withdrawn,
They will be re-submitting new plans in the near future. A. Resca made a motion
to accept the withdrawal on Continental Cablevision. C. Schoene second, motion
carries.
Village Woods
Thomas Foresta, the owner, and his attorneyAEArbagallo attended the meeting
and presented plans. TEP will be retained for the detention pond up-keep.
The NACC wants to be notified as to the consultants findings.L.Bruinnoge motioned
to-actept/the revised plans for lot 2 (shown in red) showing the new location
of the house and that we grant an extension on the Order of Conditions until
July 1, 1987. A. Resca second, motion carries. A site visit will be made
on Saturday to check erosion control.
