HomeMy WebLinkAbout1999-02-16 Planning Board Agenda l Dotes Planning Board Agenda February 16,1999 Department of Public Works Conference Room,7:00 p.m. 3 Discussion: North Andover Estates&North Andover Heights-Surety Bond Request to replace the exiting surety bond with another Bond Company. The amounts will remain intact. The Board should vote recommend that the Treasurer process the Bond pending receipt of all materials and approval by Town Counsel. Further the Board must request that the prior Bond be released. This should not happen until the Town receives the new bond. Bonds: Pinewood- bond release The applicant requested in a letter dated January 25 for release of funds for Pinewood Estates.A letter from the DPW,Tim Willett,dated February 11,indicates that the current status of the development is unacceptable and funds should not be released. A letter has been drafted for the Board to the applicant indicating the denial of the request. Endorse Plans: Salem Street-Form-A This Form A is a follow-up to the prior approved frontage exception lots. Tile pian meets the original approval for the exception. Public (7:30 :mHearings ._ g p -): New: Rea Street—Common Driveway As per a letter from the consulting engineer dated February 1, 1999 the remaining issue for this proposal is a "detailed culvert analysis". Recommend that the applicant discuss the analysis with the DPW prior to preparation. Continued: Lot B-1 Great Pond Road—Watershed Special Permit The remaining issues for this proposal are listed in a letter dated February 15, 1999 from the Town's consulting engineer. They are as follows: 1. The test pit data show unsuitable infiltration conditions. (93 page 2) 2. The culverts will be surcharged as a result of the information submitted. The applicant should model the condition. (#4 page 2) 3.Groundwater depth should be determined in areas where the cuts will cause weeping of the soils. (#S page 3) Lot 1 Clark Street-site plan review The applicant has satisfied all comments made by the consulting engineer in their letter-dated January 29, 1999,and the DPW in their letter dated February 11, 1999. The decision reflects those comments. 475 Dale Street Watershed Special Permit The applicants' attorney has requested the matter be continued to a future hearing date. The Board should vote to accept the letter. There should be a condition it is understood that the Planning Board is provided with the extension of time to hold a hearing under 40A 9: The special permit granting authority shall hold a public hearing,for which notice has been given as provided in section eleven, on any application for a special permit within sixty-five days from the slate of filing of such application 1 Ag F
