102 South Bradford—Talbot Family—Waiver of Watershed, They will be
extending roofline (2 ft.), front is just a driveway(there will be no grading or
foundation. The will use R& M Contractor. There will be no run off. They have
gutters going out further off the back. They will have to bring some of the
roofline up.
Mr. Angles moved granting the waiver, seconded by George White and VOTED 4-
0:
Planner alerted Board that Brook's parking lot will be seeking a waiver from Site Plan for
an ATM Kiosk on-site. Free standing with lights, planner concerned with site traffic flow
patterns, architectural consistency of kiosk and lighting.
Motion Approved by the entire Board
1701 Sutton Stor-U-Self
The board's discussion was regarding a final release of occupancy. Board inquired about
retaining wall and basic changes. Abutters are asking for some changes, i.e. grass and
trees. The building is I ft. wider than originally planned.
-Retaining wall—change from concrete to block.
-Trees on abutters' property
-Will use approximately 12 parking spaces, they built approximately 50 spaces.
-Sidewalk and handicapped accessible.

Special e-mail was sent regarding an extension. (Form A) for sixty days. Developer
needs more time regarding watershed and common driveways.
Will return for the November 15`'town meeting. W
Mr. Nardella moved, seconded by George White and VOTED 4-0
Carter Farm Development
Large houses, small lots, 3-car garage with front porches. Pedestrian friendly with 1 and
1/4 acre Village Green facing South. The board asks if the town will own the town green.
The builder said the town would ultimately control it.
This area will also have a playground, recreation fields, rest rooms (in a perfect location)
fitting into existing conditions (still trying). The board asked if expansion was possible.
The builder replied that no expansion would be available to do to water conditions.
Sequence of events:
— Runs parallel with State Legislation
— Legislators will probably approve this fall
— Application plan will be sent by Friday
— There are a minimum of wetlands in this area
Development also on another town and Board did question zoning laws
Least dense residential(R2) anything not already zoned will be (R2)with 17 lots being
(R1)
Regarding the fields the heavy work will be done before building homes—Smolak
Will return in September for another hearing
NE Power Plant Site Plan Special Permit—Site Plan Review—Permit for Slope Plan
Dan McIntyre—Engineer
NE Power Plant stated they needed a sub-station for growth. They would be using Foster
Street location, which is a 41-acre parcel. Site was chosen for its proximity to existing
station. 140 fl. by 240 fl. surrounded by chain link fence, including bob wire top.
Mosquito Brook runs through this property.
They had an open house with the neighbors, who had very few comments. This sub-
station will be virtually out of view. Applicant states:

They compile with all by-laws.
Benign use
There will be an inspection once a month by the Power Plant
Transformers will generate very little noise—60 D.B.

Board did request that they review the by-law pertaining to noise, also asked if visible
from Foster Street. Felipe Schwartz asked if there was another sub station comparable to
the one they are planning. Power Plant said there was one on Sharper's Park Road.
Driveway will face Foster Street
Tallest part of site will be 70ft, 2 at 41ft. and 2 power transformers
90 trees will be planted for a tree line of 50 ft.
Slopes will have minimum impact on wetlands
Questions from the board
Why can't it go 200 ft. from Mosquito Brook?
Will you be able to see it from Foster Street?
Will you be able to see chain link fence and will this be locked at all time with keys for
the fire department?
Will it provide you with enough extension for the future? Engineer answered that the last
one was built in 1974. John Simons asked, "Why did you pick this spot?" They replied,
because it is beside transmission line and is close to Rte.114,
The weight of the transmissions will be 50 tons each, and accommodate 6 circuits.
Access to site—cart path 20 feet from tree line.
Felipe Schwartz asked if there could be a better beautification of entrance. Mr. Nardella
worried about noise from transformers.
Mr. Simons was concerned about grading.
There will be a hill on Foster Street, drops down bill; driveway will snake through hill
created. The driveway will have 6 poles with 400 watts of lights that will only be on
during outage and have a manual switch.
This should provide enough power to last until the year 2013.
One resident (Bill Baris) was concerned about level of magnetic interference. Was told
there would be no health risk.
How will this impact the children and wild life in the area? They were told that
brochures would be brought in during the next scheduled meeting.
John Simons would like to do a site visit. Would like them to have stakes around
perimeters for Saturday, August 10". Snowplow will be provided.
