Public Hearings Carter Farm was brought to the attention of the board.. Board still does not have any final plans, other than a 40B may be considered. A resident mentioned that the Governor has proposed to eliminate some of the funding for(40B). This law is being changed (40B). T. Carter Farm may be changed to another plan The Board has not heard much regarding The Meadows---John Simons and Alberto Angles asked if they could have an informal meeting with these people. New England Power Plant Site Review: Everything looked extremely well planned. Set back and down. ZBA decided that they will put an 8 ft. fence around entire project. Sub-station site distance is set back quite a distance. John Simons was very pleased as well as Felipe Schwartz. Will continue at next meeting. Sept 10, 2002 55 South Bradford Street Ms. Chatterjee's representative proposed an enclosed pool with roof attached to the existing house. The water from the roof will drain into the dry wells--using old septic system. Elevation over 10 ft. from no disturbance area. There will be a passage from the house going through the breezeway and directly into the enclosed pool. This expansion S � Planning Board August 20, 2002 Page 2 , from the house to the pool (completely enclosed) is considered an expansion of current struction per Felipe Schwartz. This structure is to be used all year round. Passage to the pool will be brick, while cement will surround pool. Alberto Angles felt they do not have enough information regarding; contours, grading, and sizing. Also information regarding dry well will have to be a lot more detailed—will they be deep enough? The board agreed they would need a lot more information. 55 South Bradford will continue at the September 10th board meeting. Lawrence Airport West Side Hanger VHB approved 400 ft. for Sutton Street (2 buildings). Methuen Street has houses 104 ft. from site. The board asked have abutters been notified with recommendations? Part of lease line was reviewed. Second to be considered. Abutters have been notified. Conservation Commission does not want to have them go any further. Felipe Schwartz asked is clipped trees o.k. VHB—proper drainage—now 144 Sanitary sewer will use Airport for services---Sprinkler System and Rest Rooms There are four plans—2 and 2 for storage hangers Chain linked fence around dupster site set 104 ft. back. Mr. Schwartz asked if there is a need for more buffer space. Storage---VHB—no point of discharge—less than an acre. Fire Station approved—limited to two buildings. Buildings will have a sprinkler system. The outside lights point away from residential property and there will be many lights for security. The board asked if they could scale down some of the lighting. They agreed they could do this. They will scale back on lights and just have them on midpoint of the buildings. Will light perimeter only-- 16 ft. roof visor for lights to be installed 8 to 10 ft. in height. Mr. Angles asked if they could come back for a short session at the Sept. 10"' board meeting. Chatham Crossing Modification of Sub-division approval. F Chatham Crossing's lawyer Mr. Bornstein was present to discuss two modifications. Planning Board August 20, 2002 Page 3 f Underground drainage and granite rock change in drawing. Also, Dana Perkins a new design engineer was present. 34 acres of draina e before development— One development on that property is Ro al Crest Condos. Mr. Angles asked if post development has less drainage than pre-development. The board was told this was not true. Chatham Crossing did not need underground retention system approval. Approval was granted by the Mass. Highway Commission that was submitted to Jim Rand. A letter from VHB dated 8116/02 indicated there was a run off problem. They came out and did a site visit. Mr. Angles would like to see plans for before construction and the plans after construction, so the board can compare the two. He suspects more run off after may be greater. Property does not have the available opportunity to make changes. Would like board to look at property lines. Would like to prove that the existing property has enough drainage. Construction changes of the run off—can't increase run off--cannot possibly be affecting surrounding area. They have drainage plan from 7/25/2001 as built. Board would like developer to send plans to Town Engineer showing before and after development was completed. The board would also like to see change that they are proposing. Regarding the Wall: Wail is on-site. Would like to add change to wording indicating street name. Board feels wall is too high Public Input: Joanne Brown(Lot 9— 157 Berkeley Rd. spoke first: She indicated that she had lived there for 18 years and never had water in her basement. Now water has destroyed finished room in the basement and has diminish the value of the house. Three children from Berkeley Rd. testified to the fact that this room was always dry and that they had used it quite often. Y August 6th 2002 Planning Board Page 4 The Town Planner needs another plan regarding computer, phone lines, ventilation, spill containments and the location of the surrounding sub-division. He was told they have spill containments for 120% of spill. Continued Meeting on Savitle/Wallace Street Sub-Division i Drainage will meet 100-year compliance—willing to do a letter confirming this. Underground utility waiver requested for 2 lots. Waiver requested for sidewalks Wetlands are located across the street. Wallace will have a slope, John Simons asked it there will street trees? Was informed that there will be no street trees. Waiver initially had left trees that are there. John Simons motioned to continue September 15t", Rick Nardella second the motion Voted 4-0 Kennyridge--Active gravel development 2 points of Chestnut—38 for single family lots. Slope by-law in effect Concerns about entrances 1/4 acre lots provides a Village Green--25,000 sq. ft. close to street, garages under porch. Units will have walkout basements Townhouses cluster of 5 units Site plan lots—attach townhouse in same proposal—nothing in by-laws says it can't be done. Would consider a small cul-de-sac for Townhouses. There will be 29 single-family homes and 5 Townhouses. Will be submitting at the end of September. 40B The Meadows - 40B $10,000 grant to review changes to law—biggest issue is the percentage of affordable units in the project Planning Board August 20, 2002 Page 4 Her neighbor indicated that in 18 years he has never seen water in her basement, and complained about water in his back yard after a very dry summer. The developer indicated the water is going underground to a retention system. John Simons indicated he would talk to Engineer revising system. Neighbors asked if the town would do an annual investigation. Peter Street now complaining of water. Mr. Schwartz would like to see the changes and why? There are no down sprouts on the buildings at Chatham Crossing. Joanne Brown (abutter) feels water is flowing into her yard. Andrews Circle is also having problems with water. Abutters asked for money for escrow account—never got compensation for damage to their houses. They feel massive water is due to the number of trees taking down. If they are in violation, John Simons will ask Mr. Cormier to meet all violations. Abutters asked if there were a run off problem—how would it be appropriately corrected. Mr. Schwartz requested the developer bring in a lawyer or representative for next meeting and a very large oster so everyone in the room can see their plans. Mr. Schwartz motioned to adjourn, seconded by John Simons and VOTED 4-0 Next meetin will be held September 10 2002.
