HomeMy WebLinkAbout2017-10-17 Affordable Housing Trust Minutes wry North Andover Affordable Housing Trust Meeting Minutes October 17,2017 Town Hall Conference Room 2 Present: Laurie Burzlaff,George Koehler, Roger Lawson, Richard Vaillancourt,Stephen Bernard, Robert Bernardin Absent:Joan Fitzgibbons Guest:Cathy Hoog, Executive Director,North Andover Housing Authority Meeting was called to order at 6:00 p.m. Motion on Approval of Minutes from the September 12,2017 Meeting Motion made by Mr. Vaillancourt,seconded by Mr. Koehler,to accept the meeting minutes for September 12, 2017. Vote approved 6-0. Update from Treasurer: The Town treasurer has not provided reconciliation yet so this matter was tabled until the next meeting. North Andover Housing Authority: Cathy Hoog, Executive Director of the North Andover Housing Authority, presented the plan for a proposed building at Fountain Drive. The building would be 3 stories(8400 square feet per floor)and hold approximately 40 units. The property is currently in the R4 district which does not allow multifamily dwelling and apartments. Parking will be an issue so number of units may have to decrease.The current buildings are one story and have 6 units each. Update on 70 May Street and 51 May Street: Ms. Burzlaff updated the trustees on the status of 70 May Street and 51 May Street.Owners have been selected for both units and move in should be by Thanksgiving. Revise criteria for 13 Annis Street: It was expected that the application seminars would produce enough buyers that a seminar would not be necessary for 13 Annis Street.Out of 37 people that attend the seminar, 6 submitted applications,3 had credit issues and one was over income. Ms. Burzlaff presented information regarding revising the purchase price to$300,000 and revising the income limits to either 100%AMI or 120%AMI. MOTION: Robert Bernardin made a motion,seconded by Roger Lawson,to revise the selling price for 13 Annis Street to$300,000 and increase the income limits to 100%Area Median Income.Vote approved 6-0. Update on 800 Massachusetts Avenue(Museum of Printing): Ms. Burzlaff informed the Trustees that she met with Stan Limpert, President of the North Andover Historical Society about the possibility of the Trust renovating the property at 800 Mass.Ave.for affordable housing for seniors. Mr. Limpert and Ms. Burzlaff attended the Community Preservation Committee meeting to bring up the idea and see if CPC was interested in the project.CPC was open to the idea.Trustees agreed idea is worth pursuing but much more research is needed to see if it is feasible. Ms. Burzlaff indicated that the Historical Society wants to generate income from the property and has been speaking with a developer who wants the property for commercial/residential use. Ms. Burzlaff will contact Andrew DeFranza, Executive Director of Harborlight Community Partners for information on their process. Discussion of goals for this year: This matter was tabled to the next meeting. ADJOURNMENT: Richard Vaillancourt made a motion, seconded by Stephen Bernard to adjourn the meeting at 7:30 p.m. Vote approved 6-0. Motion on Approval of Minutes from the August 22,2017 Meeting Motion made by R.Vaillancourt,seconded by R.Lawson,to accept the meeting minutes for August 22,2017. The vote was 5-0,unanimous in favor. Update from Treasurer: L. Burzlaff explained a new Town Treasurer has come on Board.The current AHT balance is$936,312.77„ R. Bernardin will address the AHT funds at the next meeting. Update 19 Peters Street: L. Burzlaff:The Town is pursuing receivership of 19 Peters Street,North Andover,MA. It appears the property has been abandoned and in foreclosure.The property was purchased in 2006 for$310K. Grant for repairs to 210 Chickering Road,Unit 305A at Kittredge Crossing: CHAPA(the monitoring agent for 40B)contacted Town Counsel to inquire whether the AHT would be interested in contributing monies to help the homeowner with repairs and place an affordable restriction on the unit.The unit is in foreclosure and the affordable restriction does not survive because it was placed on the unit prior to the change in the law..The AHT could place an affordable restriction in perpetuity on the property at closing.The AHT would pay$10-15K in repair funds.The unit could be sold to an income eligible buyer with a new form restriction and deed. MOTION:J. Fitzgibbons made a motion to spend up to$15K for repairs for Unit 305A,210 Chickering Road in exchange for a unit with a new affordability restriction.R.Lawson seconded the motion.The vote was 5-0,unanimous in favor. Grant to Bread&Roses Housing for purchase of 13 Annis Street: Y.Gil:Reported that the offer was accepted to purchase 13 Annis Street for$300K.Approximately$15K could be immediately be saved out of the construction budget,in addition to a potential partnership with Home Depot to obtain discounted products. Y.Gil feels confident$50K worth of savings can be had overall and suggests an increase in the purchase price to$250K from$200K based on amenities of the home and potential grant monies,corporate partnerships,construction savings,etc.that are available. MOTION:R.Vaillancourt made a motion for the AHT to provide$300K to Bread&Roses Housing for the purchase and rehabilitation of 13 Annis Street, North Andover,MA with the understanding$120,500 minimum would be refunded to the AHT.J. Fitzgibbons seconded the motion.The vote was 5-0,unanimous in favor.J.Fitzgibbons noted the AHT will be responsible for moving three families in to their respective homes this Thanksgiving.Y.Gil mentioned that this will be the Trust's 6P4 project. North Andover Housing Authority-Fountain Drive update: Cathy Hoog was scheduled to present the$1,500 housing feasibility study approved by the AHT to construct another building at Fountain Drive.This will be discussed at the next meeting. Discussion:New Programs: L,Burzlaff presented local programs with innovative affordable housing ideas.Norwell,MA provides a Small Housing Grant program, which assists seniors who want to stay in their residences by providing funding for such things as lead paint mitigation,various home repairs,HC accessibility accommodations,energy efficiency improvements,etc.Eligibility criteria requires that senior residents stay in their homes for the next 12 months,and consider whether their homes are assessed at$729K or less. Ipswich,MA provides a Small Home Repair Loan with projects meeting HUD Housing Quality Standards providing cash for home repairs for low to moderate income seniors,and veterans. ADJOURNMENT:J. Fitzgibbons made a motion,seconded by R.Vaillancourt to adjourn the meeting at 5:50 p.m. The vote was 5-0 in favor.
