HomeMy WebLinkAboutOrders Letters and Photos - 500 BOXFORD STREET 1/11/2017 l CONSERVATIONDEPARTMENT [ommunity Development(Division MEMORANDUM DATE: January 11, 2017 TO: Zoning Board of Appeals Albert Manzi 111, Chairman FROM: North Andover Conservation Department Jennifer Hughes, Conservation Administrator SUBJECT: 460, 500 & 530 Boxford Street The Conservation Department is in receipt of a Zoning Bylaw Review Form stating that Michael, Thomas and Cornelius Donovan are requesting dimensional variances for lotline and contiguous buildable area. A plan titled "Plan of Land in North Andover, Mass."Dated December 20, 2016 accompanies the request. The plan shows a wetland delineation and associated buffer zones that have not been reviewed or approved by the North Andover Conservation Commission, The plan shows a 25-foot No- Disturbance Zone and a 50-foot No-Build Zone. These buffer zones could be greater if there are ephemeral/vernal pools on the property. Any division of the property should not create a hardship or need for a waiver of the North Andover Wetlands Protection Bylaw and associated regulations including from the No-Build/No-Disturbance Zones. It is the Conservation Department's understanding that a septic design for the houses has been approved by the Board of Health (also without approval of the wetland line or the associated setbacks). 1 I am available to discuss the proposal with the applicant or the board if needed.
