Subject: Minutes of meeting 23 September 1968.
1, The fift. seventh r�, Pular meetin was called to order by the ahairman at
7-i-43 PM in the Planning Board office. No meetings were held in July and
August.

3* Members Absent: Mr. Demers and Mrs. Kittredge.
4,. Visitors: Messrs, Sidney B. Coleman and Howard He Thomson*
5. jJinutes: The minutes of the meeting of 26 June 1968 were approved as
submitted.

III Book: Mr. Lafond reported that the 1100111 book was already in the
library,
7. missile Site; A general discussion was held on the impact of the missile
radar site to be constructed in North Andover in the Sharpner's Pond area,
It was agreed that surveillance and keeping contact with developments would
be required.
Mr. Root expressed his feeling that the chosen site was not necessary for
national defense. Furthermore.. it would despoil the area which is essen-
tially unique in wildlife provisions and features*
'Mr. Root then movedo and it was duly seeondedp that the Commission oppose
the construction of the missile radar site in this area of North Andover
and present this opposition at the Sbptember 25th meeting between the IJOS.

Mr. Roberts then sovedg and it was dult seeondedp that the Cor=ission ten-
tatively oppose this site until the Commission could make a firm stand after
gathering more information. This notion was also lost on a vote of three (3)

8. inland Villin Messrs, Coleman and Thomson appeared before the Commission

across from the Boston Hill Ski Tow. The Commission had no knowledge of any
application or authorization to fill the area. Messrs. Coleman and Thomson
were requested to report their observations in writing to the Commission*
In the meantime, the Commission would contact the Department of Natural fie-
sources for further information.

9. Libra : Mr. Root suggested purchasing for the Stevens Memorial Library

Mr. Roberts moved, and Mr. Root seconded., that the book be purchase. The
motion vras unanimously carried. Mr. Lafond is to handle the details,
10. status of Members: Tt had been previously announced by the Board of Select-
men that Mr. Demers had resigned as a full member and vms appointed an asso-
eiate member. Mr. Roberts was appointed a full member of the Commission.
11. Election of Officers: On motion of Mr. Lafondq and seconded by Yr. Root)

Mr. Chapulis moved, and Mr. Lafond se conded2 that the office of vice-chairman
be established. The motion was unanimously carried*
On motion of Mr. Roberts., and seconded by Mr. Chepulis$ Mr. Root was unani-
mously eleeted vice-chairman.
On motion of 'Mr. Rootoand see onded by Mr. Lewis# Mr., Chepulis was unanimously
elected secretary,
On motion of Mr. Roberts., and seconded by Mr. Lewis.. Mr. Lafond was unanimous-
ly elected financial secretary.
12. Meetings A change of meeting night is to be discussed at the next meeting*
Also, the frequeney of meetings is to be considered.
