Subject: Hinutes of meeting 21 April 1969.
1. The sixty-fifth reqular meetin was called to order by the chairman at
:21 HA. There was no quorum at that time. At 8:25 :PM 'Mrs. Kittredge
entered the meeting thereby providing a quorum* The meeting was held
in the Planning Board office.
2. Members 1)
Messrs. Roberts., Chepulis., Jewis and Mrs. Kittredge.
3. Members Absent- Messrs, Lafond
Lordan and Demers,
4. Visitors Present: Messrs. Benjamin Osgood., Michael Stachura and, George
Farley.
5. Minutes: The minutes of the meeting of 2 April were approved as submitted.
6# Cluster Z2ULn1- 'Me discussion on cluster zoning
was as follows:
Size of subdivision - temporarily tabled until latero
It was suggested that the planning board may require a cluster plan - with
the opinion that it cannot be compulsory.
Discussion of which land will be open evoked the following comments:
Open land should conform to natural significant features.
Open spacep vhere feasible and practicableg should adjoin
existing open space contiguously.
Access to open space should be categorized by definitions
of open space., e.g., A, 33 C from full public access
to restricted access.
Possible ownerships of open spaces local organizations such
as Conservation Commission, etcv., individual landovmers
(not developable): jointly by landowners any other man-
nor determined by Planning Board and Conservation Commis-
sion within reason.

meeting in. West Springfield on 26 April 1969.
S. PAR Site: Mrs, Kittredge reported that Jb . Bliss 03 in the: DNR) recom-
mended to hold up on sending the previously letter to government officials.
