Minutes of Meeting, Sept. l , 1973
Present : Members Resca, Chepulis, D'Angelo, Lafond, Lewis ,
Trombly. Assoc. Members Turano , Worthen.
Absent : Mrs. Kittredge , Assoc. Mom. Fink
Called to Order at :10 pm.
1 . Johnson Circle
Atty. Millis made a request that this board send a letter
to DNR on behalf of his client , stating that CAR Corp. had acted
in good faith and was willing to go along; with the Conditions
we had set forth. The :hoard felt that it should not send an
unsolicited letter to DNR at this time.
2® Salem Gardens development ,
A Notice of Intent dated July 5, 19)3 for this develop-
ment had been misfiled in Tewksbury and then, in Andover. This
Board returned. the Notice and check to the Atty, for the developer
and requested that he refile; correctly. This was done and a
hearing on the corrected Notice was set :for Sept . 19, 1973.

A ;Notice of Intent was .received for permission to fill a
small area of swampland on Salem gat. in order to widen that road
in connection with a state project , TOPICS. Mr. D' Angelo informed.

Wanda Farr and that it should read. Town of No. Andover. Mrs.
Trombly was requested to contact the Tribune to have the Legal.
Notice for the hearing changed to bear the correct petitioner.
The hearing had been set for Sept . 19 , 1973.
. Miscellaneous mail.
Mrs. Trombly was requested to send a copy of the Orders of
Condition to a Mr. Cellineri of the State AC ' s office in compli-
ance with his request .
Mr. Chepulis read a numbe2 of articles Brom the MACC News-
letter, One article stated that in order that work: requested in
an Order of Conditions is properly carried out, Commissions must
insist on issuing a certificate of Compliance following completion
of the project. This requirement must be made a part of the Order.
j The Newsletter described the fall meeting of the MACC set .for
Oct. 27 at UMass, Amherst . The g n listed lectures on
Environmental Impact Statements , Revision of Subdivision Uontrol
and Zoning Legislation, and the Wetlands Protection Act. The
Commission felt this was a worthwhile seminar and votedto
approve re-embursement of the registration fee to anyone ® member
or assoc. member, who wished to attend...

Another article described the new Scenic Roads Act (ch. 40,
s. 15C ammnded) . A road may be designated a "scenic road" upon
recommendation of the Planning Board, Conservation Commission
or Historical Society. Once so designated, permission must be
obtained for the removal of trees , stone walls , etc . The
Planning Board is expected to have a public hearing on this
Act in the near future .
A number of pamphlets available from the Conservation Law
Foundation totalling $9.5 ) were accepted for purchase.
5. Reorganization.
Chairman : Joseph D'Angelo nominated and seconded. Mr. D 'Angelo
declined. Mrs . Pat Trombly nominated and seconded.
Vice-Chairman : Joseph D'Angelo nominated and seconded.
Secretary : Mrs. Marj Keittredge nominated and seconded.
Treasurer: Leo Lafond nominated and seconded.
The slate was accepted and received a unanimous vote in favor.
6. Land Acquisition.
The planned meeting with a State official was not set up
in August as planned. Arthur and Marg were instructed to
arrange it for October, preferrably for the 10th, 3rd, 9th or
2nd. It was suggested that they contact Mrs . King at Stevens
Memorial Libe to hold the meeting their .
T. J. Flatley development .
A discussion on this development was held. Mr. Chepulis
brought in preliminary Pians showing extensive drainage and a
man-made pond.
