Minutes of Meeting
A meeting of the North Andover Conservation Commission was
held Wednesday, September 15, 1976, in the Tree Warden' s office
at the North Andover Town Garage. The following mambo's of the
Commission were present: Vincent Turano, Patricia Trombly,
Joseph U'A.ngelo, Henry Fink, and Wayne Mitton:
Chairman Turano called the meeting to order at 8:15 p.m.
1. George Farr: Mr. George Farr was asked to be present to
explain the construction of a roadway dam across a pond
on Boston Brook. He stated that it was necessary for
access to a house under construction on the other side of
the .pond which he had built under a Hatch Act permit in
1971. He didn't realize that his permit had expired.
After much discussion, Mr. Farr was told that the Commission
would take the matter under advisement . It was later
voted to ask Mr. Farr to file a Notice of Intent.
2. Great Pond Woodlands: The Commission has received soil
data on Great Pond Woodlands and the Planning Board has
asked for comments before September 24, 1976.
3. Watson Earth Removal Site: The .board of Appeals has asked
for comments on the plans at the Watson earth removal site.
It was suggested that a Notice of Intent be required.
4- Winter Street: The Planning Board has approved the Winter
Street. development plans and the Conservation Commission
will be receiving a Notice of Intent.
5. Wetlands Cases: It was decided that all approved wetland
cases should be .inspected for compliance and possible en-
forcement.
6. Capital Budget Committee: The Capital Budget Committee
has asked for any requests for capital expenses. Air. Turano
and Mrs . Trombly will review the conservation fund and
bring their recommendations before the Conservation
Commission.

7. Associate Members : It was decided that more Associate
Members will be needed to staff the Commission Sub-
Committoes. Recommendations should be brought the next
meeting.' The following people were recommended for
Associate Membership., Gayton Osgood, Mike Smolak, Ray Ryan,
Frank Lewis, and William Chopulis.
8. Committees : The following people were recommended to
chair the following Sub-Committees.
Regional Coordinator
Gayton Osgood
Land Development Pat Trombly
Inspection & Enforcement Joe D'Angelo
Land Acquisition Arthur Resca
Agriculture Mike Smolak
Historical Ray Ryan
Land Management Leo Lafond
9. Appledore: Mrs . Armitage expressed her concern over the
Appledore development and her interest in preserving the
pond area.
10. Route 114: The Commission voted not to comment on the
Route 114 Corridor Study as it deals mainly with traffic.
11. BY-Law Chanc-es : Chairman Turano surtgestdd the following
by-law changes, to be voted on at the next mooting;
A. Delote - The Clerk shall be responsible for the
Agenda of each meeting, subject to amendment of the
Chairman.
Add The Chairman shall be responsible for the
Azenda of each meeting.
B. Del6te - The Commission may, by vote at any meeting
appoint associates to the Commission.
Add - The Commission may, by vote at any meeting,
appoint associates to the Commission for a period
of one year,

12. Special Note: Will all members please notify Chairman
Turano before September 23 wwhat day of the eek is the
most convenient for them to attend Conservation Commission
meetings .
