Minutes of the Meeting of December 7, 1977
A meeting Of the North Andover Conservation commission was held on
Wednesday) December 71 1977, in the Meeting Room at the Town Hall. The
following members were present: Patricia Trombly., Vincent Turano) Henry
Fink, Arthur Rescap Wayne Mjtton, and John Gaffny.
The meeting was called to order at 7:45 P-M-
1. First on the agenda was a motion to appoint Geri Elliot to fill
on. Motion was made by Wayne Mitton, second

2. POSTE RFALTY TRUST - Review. Bixby Building Project.
Frank Gelinas representing developer. Gelinas stated that run-off was
overstated in the Notice of Intent. The Board went over plans and dis-
cussion followed regarding run-off. This area will. not be paved until,.
next year, said Gelinas. Some conditions were proposed by the Board.
They are as follows:
1) This permit does not authorize work on property of others
without permission Of said property owners.
2') Head wall should be pulled back 10 feet to reduce velocity.
3) Relocation of channel, shall not reduce capacity Of stream
channel.

5) The proposed drainage of the RCP drain shall discharge five
feet less than shown. Rip rap the distance to stream to
reduce erosion and velocity.
6) Final grading and clearing shall take place during dry periods,

V. Turano inspected, it is fine. Gelinas to send a letter in. Vince
met with Zaloga and "septic" person. Motion to grant, second by Pat*
All in favor. Motion to authorize Chairman to sign, second by Gaffriyo
Unanimous.
John Tuttle has not complied with the original Order of Conditionst
stabilizing slopes, hay bales, etc. Pat would like to set up ameeting
Motion made by Gaffny to call meeting with Tuttle and
with Tuttle.

meeting on December 114th. All. agreed.
5. PADDOCK ESTATES.
Located right across from Lot 4, Boston St. Brook on subdivision has
been piped. Issue a Cease and Desist Order on Paddock Estates.
Motion by Mitton, second by Fink. All in favor.
