CALL TO ORDER The meeting was called to order at 7:04 pm. II. PLEDGE OF ALLEGIANCE IIl. PUBLIC HEARINGS IV. APPROVAL OF MINUTES Meeting minutes from December 14,2017 were presented for signature. Motion was made by Thomas Trowbridge to approve the minutes, the motion was seconded by Frank MacMillan,all were in favor and the minutes were approved. V. OLD BUSINESS V1. NEW BUSINESS A. MOTION made by frank MacMillan,to accept the Permit Fee Schedule as presented. Motion seconded by Thomas Trowbridge. All were in favor and the motion was approved. B. MOTION made by Frank MacMillan,to appoint the following agents to the board of health: Brian I.,aGrasse,Director of Public Health, Michele Grant,Public Health Inspector,Caroline lbbitson, Public Health Nurse and Joyce Bradshaw, Town Clerk, Burial.Agent. Motion seconded by Thomas Trowbridge. All were in favor and the motion was approved. VII. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION Nutritionist,Erica Carneglia,RD,LD from Nutrition in Motion,451 Andover Street,gives a presentation to the Board of Health on Meal Planning and Volumetrics. Jeff Thompson from Thompson Brothers Industries gives a short presentation on the delayed pickup concerns with single stream recycling. Weather is causing some problems however other issues are with Green Works located in Peabody.The Green Works facility is not allowing TBI to dump in a timely manner. Wolfenden,Health Department Assistant Brian LaGrasse discusses with the board an issue with a town resident and one of the town's permitted septic installers. At this time,the installer has not been permitted for the 2018, Brian has contacted town counsel. The installer will be asked to come before the board. Brian LaGrasse discussed with the board the tobacco sale violations. Currently,there are 3 sales. The health department gathered to discuss the fiscal year 2019 goals,which, the sharp program is pail of The health department will accept sharps in proper containers. The fire department has a kiosk for drop off. The police department does not accept sharps but they will take medicine. Brian LaGrasse presents the monthly reports for the director,public health inspector and public health nurse to the board. Please see Appendix B, Tom Trowbridge discusses the Royal Crest inspections. Brian explains that all of Community Development is involved with the project which is going to take one year to complete. To date,basic housing issues are being addressed. Larry Fixler asks Caroline Ibbitson if the herpes vaccine will be stocked. At this time the health department does not due to budget, demand and cost. Currently,the pneumonia vaccine is stocked but the shingles vaccine is not, Both do not have a long shelf life. Larry asks about influenza. There have been 12-14 confirmed cases of influenza in North Andover. Frank MacMillan discusses colorectal cancer screening. People under the age of fifty who don't meet the guide lines for screening are showing up with colorectal cancer. There is a dramatic decrease in the mortality rate for people over fifty, 10 million lives have been saved. However,people under the age of fifty have been diagnosed with colorectal cancer at a higher incidence than expected, Frank explains the different screen available. Colonoscopies, DNA testing and FIT testing are available. If you are 35 or older it may be beneficial to have a FIT test because testing is inexpensive and can catch early problerns with polyps or cancer. VIII. COI;LRESPONDENCE/NEWSLETTERS Ix.
