Call to order 6:18
TT: The way this works tonight is that we will be in meeting through Special Town Meeting.
TT: Let the Finance Committee members know where they all will be sitting in the Field House
(gymnasium) at tonight's Town Meeting.
TT: Spoke that he cares more about having respect in this meeting than the vote.
TT: Spoke of the meeting in preparation for the Special Town Meeting that took place last
Thursday. There was about 16 people in attendance for and against this project. As well as
others including those who helped set up for meeting such as IT, North Andover Cam etc.
TT: Spoke of the Articles and stated that Articles 1 and 2 will be combined together in the
discussion.
TT: Went on to say that Mark DiSalvo, Town Moderator asked him (TT) if the Finance
Committee wanted to make favorable or unfavorable recommendations on any of the articles.
TT: Stated that he felt that the Finance Committee Position Paper said it all, as a Finance
Committee we all came together and there was compromise and consensus.
Do you want to make favorable or unfavorable recommendations on the articles as a Committee?

I will not do this if you are uncomfortable with this. I will not say one way or another unless it is
a consensus.
The Members all discussed their feelings on making favorable or unfavorable recommendations
on the articles as a team.
KB: Report recommendations
LG: I do not think we know enough about the money to make an opinion, also mentioned the
Host Agreement and felt it was not a guaranteed figure, but maybe yes on making a
recommendation on Articles #1, 2 and 3.
CT: If we have a consensus view on any of the topics maybe we should share it, but if we don't
have a consensus view we shouldn't, I am flexible.
DB: I don't have a problem, I don't think there should be a recommendation of favorable or
unfavorable, we are going to have individual voting and that should be it.
EM: I think we need to be very careful what you endorse.
SW: If we are talking specifically on zoning article, I would say no on making a favorable or
unfavorable action, we did not have enough time to research this and the impact on the zoning,
and I do not feel comfortable with making a favorable or unfavorable recommendation on
Zoning Articles.
TR: Make recommendation for all.
JG: Make a recommendation for Articles 1, 2 and 3
TT: Spoke of not feeling comfortable to make a recommendation, if we are not in consensus as a
team.
The Members disclosed how they would vote on each article as individuals.
