The meeting was called to order by the Chairm~ ~at
~ Building.
Members present~ Edwin Reinhold, Chairman, Nicholas Nicett~,~ Secretary
Richard G. Whipple and Frank ~. Driscoll.
There ~re no applicatio~m to be considered by the Board at this meeting.
The Board held A general discussion relative to possible industrial Sites
in the Town. This as a result of the meeting With the Board of Selectmen
and others ~n March 30, 1953 for the purpose of organizing an Industrial
Plarming Board. Several possible sites were discussed and all the members
agreed that sites en or near highways should be considered. Three of the
most likel~ highways mentioned were Osgood Street, Salem Turnpike and
Chickering Road.
Motion was made and seConded and it was voted that the Planning Board
should proceed to form an Iudustr~l ~mlanning B~ard and letters be sent
to prospective associate members to assist in the formnlation of plans
and i~nctions of the so-cs~'ed Industrial Planning Board and tha$ such
associates be chosen as follo~s~
One member of the Board of Selectmen, erie member of the Board of Assessors~
eno ~ember of the N~rth Andover Improvement Society~ three members of the
North Andover Board of Trade. letters ~o be sent to each ef these boards
requesting that each board ~esignate the members which are to represent
theist these meetings. In addition to the above Boards~ letters were sent
to Mr. Edwin C. Murph~ and Mr. Kurtz Hanson requesting that they become
associate m~mbers of the Industrial Planning Board.
Motion was made and seconded and it was voted that a letter be sent to the
State Planning Board requesting that they se~d us a list of available
consulting Indistr±al Engineers who would be competen~ to make a sux-~y
and make recommendations to the Board for the ~aying out of possible new
industrial sitese
Motion was made and seconded and it was voted to contact Mr. A.T.Schmidt~
E~ecuttve Secret~a'y of the Lawrence Chamber of Commerce amd to invite him
to be the speaker at the next meeting of the Industrial Plannin~ Board.
Mr. Reinhold then made the suggestion that he would contact N~. Schmidt
and that the next meeting would be set at the convenience of Mr. Schmidt.
Mr. Reinhold also volunteered to contact the clerk for the Board to advise
a~ to the date of tho next meeting so;that all invite~ associate members
could be notified.
A short discussion was held With regard to the Zoning Law books which are
now out of print. There has been quite a ~em~ud for these books and the
Board felt that they should have some printed for the convenience cf the
townspeople. Motion was then made and seconded and it was voted t~ instruct
the clerk of the Board to contac~ several printers and request estt~tes for
this printing. These estimates to be turned in to the Board for their ne~t
regular meeting.
Compensation for the clerk for the board was then discussed at the request
of Mrs. Kelley. At the present time, compensation for the clerk is at the
rate of $10.00 per month. Due to the increased amount of work entailed and
since this is a part-time position add the work hm~ to be done at odd times,
that there are many telephone calls both at home and at the office and that
many persons come to the office to make inquiries, Mrs. Kelley requested that
her compensation be increased to $12.50 per month.
