HomeMy WebLinkAbout1953-07-14July ~]4, 1953 The meeting was called to order by the Chairm~at 7:15 P.M. in the Town Halle This was a Public Hearing. Members present: Edwin W. Reinhold, Chairman, Nicholas Nicetta, Secretary, Richard G. Whipple and Howard Cdlmau. This meeting was called by the Planning Board ~o com~ider a proposed amendment to the Zoning By-Laws of the Town to permit a change of classification of a parcel of land on the westerly side of Osgood Street from an Agricultural to an Industrial District. The Advertisement of the Public Hearing which was published in the Evening Tribune onJune 29 and again on July 11~ 1953~ was read by the Secretary of the Board. Ail abutters had been notified. Mr. John Roche, an abutter was p~esent and asked w~n~= the marne of the firm who wished to locate at this particular spot. He also wanted to know if there was a representative of this compar~ present at this hearing as he felt that the' people living in this area should be entitled to know. He was informed that at the present it was not possible to reveal the name of the firm as they, for reasons of their own wished te have this with held, but he was assured that it was a well known company and very reputable. Mr. Ralph Brasseur was present and he explained that the company at this t~me did not see fit to reveal it name. But he stated that they would be in the nature ef a light mamafacturing firm. He stated that the ~ity officials cf Haverhill were leaving on this evening to go to N.Y. to try and divert this business into Haverhill since they felt that it would be a very definite asset to the city and its citizens. He stated that the proposed building would be a very modern type and that they would employ about 1500 persons to start. The first building would be s et back at least 300 feet from the road. He stated that the Planning Board and the Industrial Board both were very concerned about the industrial situation in this town and that the spaae available for industry here was very limited and that aonsiderable study had been made of likely locations for this purpose. This was one of the areas which had been studied and he felt that this particular location was ideal for an industry. He stated that it wo~ld be a tremendous revere in taxes to the town and also very beneficial for' employment of the inhabitants. He stated that there would also be epportunites for employment connected with the construction of the buildings. He also stated that it would be an awful mistake for this town to make to p~ss up this epportunity~ by refusing to make this site available for industry such as this. There was no objection to this proposed amendment and the Board voted to close the Public Hearing and held an executive session ~mm~diately. Motion was made and seconded and it was unan~mnusly voted by the members present to approve the proposed amendment and to send their recommendations to the Board of Selectmen and to the Town Meeting which was held ~.mmediate~y after the Public Hearing. Meeting was adjourned at 8:15 P.M. The recomaendation of the Planning Board to the Board of Selectmen and the Town Meeting was as follows: The Planning Board Of North Andover on its own initiative, held a Public Hearing on Tuesday evening, July 14, 1953 at ?:O0 P.M. in the Town Hall to consider a proposal to l 5 ont. 7 3 amand the Zoning By-Laws of the Town of North Andover so as to permit a change of classification of a parcel of-property on the westerly side of Osgood Street from an Agricultural to an Industrial Area~ boudaries s.nd description of which were published in th~ Evening Tribune on the evenings of June 29 and Ju~y 11, 1953. It was tmmnlmous]y voted by the members of ~he Board present to approve the ~roposed change of classification and hereby recomm~nd to the Bqard of Selectmen and to the Town Meeting that said proposed change be accepted. July 24, 1953 The meeting was called by the Chairm~ in the Town Building at 7:45 P.M. ~embers present: Edwin ~w. Reinhold, Chairman, Nicholas Nicetta, Secretary and' RichardG. Whipple. This meeting was at the call of the b]~airm~ of the Board to discuss the possibility of requesting the Board of Selectmen to call a Special Town Meeting and also to hold a Public Hearing Se consider a proposed amendment of the Zoning ~y-Laws of the Town of North Andover by adding an article to the present Zoning By-Laws of the Town. In view of the fact that there was nothing definite in the By-Laws concerning trailers in this Town, the Board felt that something definite should be inserted in the By-Laws so that any future problems of this nature concerning trailers would be readily taken care cfc A motion was made and seconded and it was voted to hold a Public Hearing in the Ceur~ Room on August 10, 1953 at 7:15 P.M. to consider a proposed am~-ndment of the Zoning ,By-Laws of the Town by adding an article to the By-laws %o be known as Artille 5-A under General Provisions as follows: "Any structure for living accommodations which shall be erected~ placed or maintained in an~ district of the town shall have a first floor area of at least 450 square feet. Motion was m~de and seconded and it was ~:VOted to send a letter to $~ Board of Selectmen requesting them to set a date for a Special Town Meeting to consider this Motion was made and seconded that the Public Hearing would be held on August 10, 1953. This Public hearing to be advertised in the Evening Tribune on the evenings of Ju~ 25 and also on August ~ 1953. The expense of the advertising to be paid by the Planning Board. -Motion was made and seconded and it was voted to adjourn at 9:30 P.M.
