Building.
Members present: Nicholas Nicetta, Chairm~n~ Howard Gilman, Secretary,
Richard G. Whipple, Frank Driscoll amd Frank W. Lee.
There were no application to be heard by the Board at this meeting,
A motion was made by Mre Lee~ seconded by Mr, Drisce3! mhd it was
unanimously voted that Mr, Whipple az a member of the Board .be empowered
%o contirme to sign plans that do not require Planning Board approval.
These plan~ are required to be signed for the Registry. Mr, Whipple
will continue to sigms these plans as a representative of the Board ~until
legal interpretation of the covering same is obtained by the Board.
A general discussion by the Beard was held at this meeting.
Motion was m~de and secor~ed and it was voted to adjourn the meeting
at 9:00 P.M~ the next regular meeting to be held on February 4, 1954.

The meeting was called to order by the Chairm~u at 7:30 P.M. in the Town~
Building. This was a Public Hearing.
Members present: Nicholas F. Nicetta, Chairman, Howard Cd~n~ Secretary~
Richard G. Whipple, Frauk G. Driscoll, Jr., Frank ~¥. Lee.
An application was~.~eceived from Effie C. Kostandin requesting the approval
of the Board for a pr~oposed ~mendment of the Zoning By-Laws of the Town to
change the classification of a parcel of property, owned by. Effie C. Kostandin~
from a General Residential to a Business District. This property is. located on
the westerly side of Osgo~d Street, the boundaries and description of whic.h were
published in the Evening Tribune of January 22 and January 30, 1954 and is known
as "Charles, Steak House". A~I abutters were notified of the Public Hearing.
Mr, Ralph B. Brasseur represented the petitioner and stated that this business
had been conducted for ~ny years as a non-conforming use~ that is it was there
before Zoning became effective in 1943. Mr. Brasseur stated .that this was a
protective measure being taken by the ne~ owners in having it changed to a business
district. He. also' stated that they ~ere ~11 back from the ro~ad and had ample
parking space and that there was no question of traffic hazard~at this spot.
Mr. Norman Flemm~ug .objected to M~, Brasseur speaking at this meeting sinc.e he was
not a resident of North Andover~ but Mr, Brasseur explained that he was only
representing the owners an~ that he had drawn the plans for the Board to consider,
Mrs. John Griffin of Oh~.ckeringBd. wiahed to be recorded as cbjecting to the change
of zone for this location although she di~ not object to the business being conducted
there as it had previously.
