The meetlng was called to order by.the 6hairman at 7:30 p.m.
in the Town Building.
Members present: Nicholas F. Nicetta, Chairman, Howard Gilman,
Secretary and Ralph Finck.
This was a special meeting of the Planning Board and the Advisory
Board to meet with two planning consultants.
Advisory Board members present:Thomas Wilkinson, Chairman; John
Hanson, Secretary; High McClung, Turner Bridges, James Dewhirst,
and John Barrington. Dewey Dyer, representing the Board of Trade
was also present.
Mr. John T. Blackwell was the first consultant to appear. Er.
Nicetta introduced him to all oresent. Mr. Blackwell proceeded
to explain that from the m~et~ng he had with the North Andover
Imprcvement Society and the Planning Board, he could .see that
planning and rezoning of the town ar~ necessary immediately,
He maintained that the money for this program should be mainly
in the control of the Planning Commission. He explained that
the Master Plan is the answer to these three questions:
"What have we got?
~What do we want?
How do we get it?"
in text table and diagram form. Mr Blackwell had read parts of
the Board of Trade publication ,'Report on Zoning" and s~ated
that'the Town has already made some progress in getting started
om the planning and rezoning program. Different members of the
Boards questioned ~.!r. Blackwell on different aspects of planning
and rezoning which greatly enlightened them. Mr. Blackwell showed
maps and ~osters to further clarify his work.
After Mr. Blackwell left, ~r. Angus MacNeil, another consultant,
appeared at 9:00 p.m. After being introduced to the members,
he proceeded to explain ideas on planning and rezoning. He stated
that theonly people who can zone the town are yourselves. You
have all the information in town - compile it. Exame the zoning
map. Make sure of the working of the Zoning By-Law, make sure
the laws keep in trend with the changing years. Make a study of
the pQpulati~n - their occupations; the resources to spend money
in town - parking problems. The industrial sections; whether or
not it is paying revenus over what it's being~ost to serve you.
Will business seclon~ attract outsiders to the town. Have maps
· to show every l~t size in town. Compile valuation of all land
and all property of town. Have hearings and meeting. The people
have to be sold if there are to be a lot of changes.. Show' why
certain changes are being made or ha~e to be made; prove it to
the Boards and to tl~ people. Let the people have a hand in
setting the maps and plans up. They'll take more interest in it,~
The Advisory Board and consultants left end the Board took up
its other business. A letter of acknowledgement will b~ sent
to the T~xp~yer~s Assoc. in ~ppreciation of their offer of their
services in future town planning. A letter will be sent to
Norman Ellis of Worcester informing him of our next meeting ~in
answer to his inquiry.
The next meeting will be held on Sept. 13th. The meeting ad-
