The meeting was called to order by the Chairman at 7:~0 P.M.
in the Town Building.
Members present: Nicholas F. Nicetta, Chairman, Howard Gilman
Secretary, Ralph Finck and Raymond Bro~dhssd, newly appointed
member by the Selectmen, to fill the vacancy caused by the res-
igna~ion of Peter Ritchie. Frank G. Driscoll arrived later.
The~Board held a lengt~discussion as to what their strategy
would be for the Town Meeting to be held October 18th in which
the Board is requesting a $5,000 approporia~ion for preparin~
a town-wide plan for the future growth of North Andover in
accordance with the st~tu~e and preparing an accompanying com-
prehensive revision of the zoning by-law and zoning,map of N.A.
It was then decided to contact Mr. Blackwell, since he had pre-~
viously' informed the Board that he was going to line up a program
to be use~ at the Town Meeting.
~ter further discussion, it was decided that the following letter,
made up by Mr. Blackwell, would be sent to some 22 orgs~kations and
individuals throughout th~ Town:
"By umanimous vote'of this Board, September 13, 1954, John T.
Blackwell of Boston and Hartford has been selected to be our pro-
fessional planning and zoning adviser. In recent years he has served
twenty-one towns and cities of Massachusetts and eight or more towns
in Connecticut and Rhode Island.
The Board and Mr. Blackwell met September 20, 1954 to outline a
study program and the next s~ps to be taken.
A $~,000 appropriation is being requested for preparing a t~wn-wide
plan for the future growth of North.Andover in, accordance wi~h the
statute and preparing an accompanying comprehensive revision of the
zoning by-law and zoning map of No~th Andover. This request has
been incorpor~.ted in the Marr~nt of the Special Town Meeting to be
held October 18th in the Bradstreet School Auditorium. The matter
has been discussed with the town Advisory Board and with the Board
of Selectmen.
The ~lanning Board looks forward to calling on members of your organ-
ization at a later time for help in pr~aring a series of inventory
maps of the T~n, recording'existing land-use, existing traffic cir-
culation, topography and other factual i~ems. We are certain that
because of your demonstrated civic interest ~hat we can depend upon
your co-operation at that time to the end that the town welove will
be ben~fited.,,
