The meeting was called to order by the chairman at 7:50 p.m. Nembers
present were Nicholas F. Nic~tta, Chairman, and Ralph Finck.
Mr. John T. Blackwell met with the Board at 8:00 p.~. and a ~iscussion
of his '~roposal ensued. Mr. Blackwell suggested, in reference to item
six of his proposal ths~t the $5000 (~he cost of the entire program) be
expended in the following manner:
$2500 - town planning and special topics
18OO - zoning by-la~,s and m~.p.
This would leave $1000 for the public~tion and cost of special hesrings, etc
Mr'. Finck asked Mr. Blackwell if the specified amount fo~ the proJec~
~ould damage the survey in shy way. Mr. Blackwell answered that i~ w~uld
not. He explained there would ~e less detail covered in the report but
more in discussion, of said topic with interested p~rties.
.In a~er to a query by Mr. Nicetta with re~ard to the relocation of route
ll0 Mr. Blackwell said he had been into the commissioner's office ~his
afternoon and this matter ~uld definitely h~ve to be taken into consid-
erstion ~vhen rezoning the town.
Mr. Nicetta explained to Mr. Blackwell that several amendments have been
m~de ~o the zoning la~s since publication of ~he last booklet. Mr.
Blackwell ~zid ihs '~ould be a Job for a citizens~ committee; the compiling
of these amendments. He said that list of citizens' committees should be
drawn up within the ne×t few weeks as well as tooics to be handled by
these people.
.Mr. Bl~ckwell also said the first and foremest matter which must be han$1~
~x~x is the locati~of the negatives or master transparencies of the
enlarged U.S. topgraphic m~p of North Andover.
Mr. Blackwell informed the Bosrd of Title ? of the 1954 Federal Housing
Act wherein 5 million dollars for planning assistance ~o ~owns under
25,000 population was appropriated. The Stste Planning Division of
the Mass. Dept. of Commerce will be the funnel through which Mass. towns
sh~re in ~his. Mr. ~lackwell suggested that a letter be sen~ to Chas.
D. Downe, Dir. of the Planning Div. regarding North Andover~s eligibility
for this assistance. A letter also is to be sent to Cong. Thomas Lane
requesting that he send us a copy of Title 7 of the 1954 ~ederal Housing
~c~.
Er Blackwell stated he would ~il his proposal to the Board with the
changes as propsed tonight for the Board's ~tudy and approval at ~he
next regular meeting. He will also include a list of work i~ems for
the citizens' committees. He asked to be informed when the Board lo-
cated She master map of North Andover in order that he migh~ prepare
the town-wide planning s~udy base map.
