A short meebing was held with Mr. John Blackwell, the town planning Consultant,
at which ti,ie the meeting scheduled for February 21, 1955 was postponed until
Narchl4, 1955.
The meeting adjourned at 10:30 p.m.

Due to illac~s of members of the Board, this meeting was not held. The public
hearing scheduled with regard to Article 65 of the Town Warrant was adjourned
to February 28, 1955. Members present were Nicholas F. Nicetta and Ralph E.
Finck, Esq.

The meeting was called to order by the ~hairman at 7:30 p.m. Members present
were Nicholas F, Nicetta, Howard Gilman, Pmlph E. Finck~ Esq., Raymond Broadhead,
and Frank Driscoll.
A Public Hearing which had been adjourned from February 21, 1955 was held with
regard to Article 65 of ~he town warrant. As there were no proponents of ~e
article, the chairman asked if anyone wished to speak against the article,
Mr. Leo Murphy stated that he was in opposition as he did not feel all the land
should be zoned agricultural. He stated he also felt the sponsers of the article
should be present at the time of public hearing. Mr. Nicetta informed Mr. Murphy
that the Planning Bmrd was suonseri~g the article and therefore the petitioners
were present.
Mr. Edward Saul stated he was not in opposition to the article but stated his land
is not on the map ~and he is presently zoned for business, According to the article
he would become agricultural. The Board assured Mr. Saul that his rights would be

protected as the Board would make mn amendment to the effect that all
land except land already zoned otherwise be deemed agricultural.
On motion of Mr. Gilman, seconded by Mr. Broadhead, the Board unani-
mously voted to take the matter into ~ nsideration.
After consideration of Article 65 of the Town Warrant, on motion of
Mr. Driscol2, seconded by Mr. Gilman, the Board unauimously voted to
approve Article 65 of t~he Town ~¥arrant with the following amendment:
" ...... except all land already rezoned."
The Board next considered the petition of Mr. Daniel Olenio for approval
of a requested reclassification of land from A~t-lcultural to Business as
described in the notice of public hearing as published inthe Evening
Tribune on February 3 and 15th upon which a public hearing was held on
February 17th.
On motion of Nr. Driscoll, seconded by Mr. Finck, the Board unanimously
voted to deny the petition of Daniel Olenio for the following reasons:
1. If the petition was approved, the Board would have no
reason to der~ any further applications forbusiness
purposes for the entire frontage on Osgood Street
opposite the land acquired by the Western Electic Co.

The Board further ~eels that until such time as they
have become acquainted with the complete physical de-
velopments of the Western Electric Co. plant, they
should not permit any change in zoning on the easterly
side of Osgood Street opposite the said Western Electric
Co. for business purposes.
The Board also feels that ~he approval of business uses
in this area should await the serious consideration of
the townspeople of an overall study of the propeeed re-
vision of the ZoninE By-Law now be ng undertaken by your
Planning Board.
The Board thenconsidered the petition of Mr. Leo Murphy for approval of a
requested reclassification of land from Single Residential to Business as
described in the notice of public hearing as published in the Evening
Tribune on February 3 and 15th upon which a public hearing was held on
February 17th.
On motion of Mr. Finck, seconded by Mr. Driscoll, the Board unanimously voted
to deny the petition of Mr. Leo Murph~ for the following reasons:~
The Board feels that the approval of business uses in this area
should await the serious c nsideration by the townspeople of an over-
all study of the proposed revision to the Zoning By-Law now being
undertaken by your Planning Board.
