The meeting was called to order by the Chairman at 8:30 P. M. Members present were
Mr. Micetta, Mr. Finck, Mr, Gilman, Mr. Osgood, Mr. Baunan, and Mr. John T. Blackwell,
Planning Advisor.
The discussion centered around certain suggestions made by Mr. Blackwell regarding
changes in the by-laws. '
Regarding Funeral Directors, it was decided that the Board should have "specific
words" in the by-laws. The question' arose as to whether or mot they come under the
heading of "special services of all kinds., If they are within the meaning of the
word "professional", they can set up within a business district. This point was to
be held in abeyance as £mrther information is needed. Mr. Finck agreed to send a
citation to Mr. Blackwell.
Ooncerning gas stations, it was decided that applicants must first apply to the
Board of Selectmen, as it is not up to the Planning Board to g~ant licenses, then'
to the Board of Appeals, then back to the Board of Selectment. The la~out of the
ground should be reviewed and permit secured from the Building Inspector before
construction begins. A copy of the layout should be presented to the Board at the
time the application is nmde.
Discussion centered around the fact of whether or not there should be one general
business district, and just what would be in a neighborhood business district. It
was decided that there should be a general business district of an established
sdze to meet the needs of the residents of North Andover, ratchet than having shops
al~ over ~own. Country stores are necessities, however, and food mud drugs should
be ~pt as are,
Neighborhood business districts are to be revised in ~he by-laws, and should not
exceed "X" number of acres.
Section 421 is to be revised by the Board and Mr. Blackwell.
Site development plans, control zoning, m~__nufacturing provisions, outdoor lighting,
etc. were discussed.
It was agreed that public hearings ah ould be held on zoning by-laws.
It was agreed by the Board that the discussion on suggested changes in the by-laws be
carried over until November 22, 1955.
The meeting adjourned at 11:15.
