M~rch ?~ 1956
He related that the northeasterly section of the To~ was fairly w~ whole, and should
seek a location between the old cluster of developments a~d new cass comf.~.
He discussed the areas of the Northeast cermet of Chickering Roa~ au~ Ness. Ave, ~ut pointed
out that there was no i~dieation it would be available. The Southeast cermet ef .the
interseetiou of Chickerimg Road amd Mass. Ave. am~whare withiag one q~arter of a mile, a
question could aries if it also would he available for Business. I~ ~he Southwest ar~a ef
the intersection which was still in active crop us. As to the Northwest cor~er of t~
High School siAe, it needs more Tow~ Civic Centers, and withim, five to ten years the To~m
will cemtemplate a new Tows Na~T, smd hope ~t wenl~ be erected in this vict-~ty.
He stated that tbs place to lo~k for new husimess areas wo~ld be ~ t~ ~g~ ~re th~

The ney business area, he advised should not he less them 20 acres amd not more them 40.
Depth is the principal element to consider. A highway str~ng with busimess establishments
of limited depth is the result ~-f p~or plamui~g sad does not w~e for orderly zoning control.
He emphasized that the start i~ vitally ~ ~porta~t.
Ne discussed the present petitions before the Pl~ug Board amd made the following co~w~*uts:
Petition for the proposed shoppiag center off Ohiokering .Road at Ootuit Street and near the
intersection of And~r amd Peters Street is pretty much to one side of 'the tow~ for se~
~ of the tow~, However, not altogether bad, but not .altogether geed. The petitiou of
Effie Konstamiia for a business classification of ~ at Sutton a~d Osge~d Streets, ha
cannot reeommead the blanket granting of a business desigmatio~ for a~ area two or three
times larger tha~ that which is actually i~ use now for the restaurant bu~ess cauduete~
by the petitioner.
Ne stated a new business area will im ~11 probability be as perm~*-ent as the present
Susiness area is in its way and will spread it effects on the cemmmmity for a period of
50 2~ars or more.
Neighborhood Business could be zoned in areas aroumd the 'old center. E~isting residential
areas are probably served adequately by present neighbozhood store. Eewever future develop-
sent will require these businesses, amd the proposed zoning by-laws should consider these
future needs. As samples of such possible sections, Mr. Blackwell ~amed the intersecting
area of Salem, Boxford and Foster streets and the intersecting area of Dale, MarbleriSge R~.,
These Neighborhood areas should not be less tha~ one acre or more than three ~& should
provide retail sale of food, drugs, ~ud sundry articles for the use a~d ¢onveniemce of the
neighborhood. Stores should not exceet 1,500 square feet floor space per store.
Nr. Blackwell, stated he wished the merehamts of the dews to~ busimess area would joia
together 'in either proposing some way for dow~ tows expension or to conclude that some
other diFfe~-ent location would be ad~isab~e for their future needs. If they could n~tte
in such a project and come before the to~m with a plan the' petentiel threat~ of their being
hut wou2d be reduced.
Great interes% was displayed im the proposal of the repor~ to ~ke ~1 present businesses im
residential areas non-conformt-~E uses. If these nos-conforming businesses were substantially
destroyed by fire, eot., it would require permission fre~ the Board of Appeals for replace~,~
sent. Additions amd alterations would also need permits.
