Ohatrma~ 01erk May2, 1956 Special meetin~ The meeting was called to order at 9:0OP. M. Members present: Nicholas F. ~icetta, ChairmA~ Ralph Finck, Howard G~lm~, Jobm Osgood, Secretary and James B~Ba-. Mr. Blackwell, ~planning advisor was present at this special meeting. The purpose of the meeting was determing the boundary of Village Residential and Country Residential with respect te Mass. Ave., until the Board receives answer from Board of Public Works concerning tb~__t area. There was sc~e discussion cf zoning regarding the area on page 3G., sectio~ 3.82. Mr. G~lw~ ~uestioned why Country Residential was zoned right next to Industrial. Mr. Blackwell suggested, Johnston Street, near Andover Street be zoned Neighborhood Business as an e~mple. YAr~ Blackwell illustrated on the map another bo,,~_~ry of the center thread of Stevens Pond to Stevens Street, ect., straight through to Osgood Street. The boundary is 200 feet easterly parallell tc the railroad, east of Ohickering Road. Between Prescott Stree~ and Stevens Street out to Osgood Streeet is Village Residential. Mr. Gilman suggested going right down through that area and w~ing it Village Residential. Mr. Blackwell recommended it remain ~. Mr. B--~_~- questioned to what lenghh Country Residential runs, and Mr. Blackwell replied out to the thread of Stevens ~ond and describe~' it thoroughly. Between Prescott Street and Chadwick Street and Chadwick Street and Sutton Street is ~l~ Village Residential. Mr. Finck was in favor o~ letting it r~_m~in Rural, Mr. Osgood and Mr. B--~-- expressed the se_m~ sentiment. Mr. Gilman was in favor of it being Village Residen- tial. Mr. Finck brought out the point of the line of de~arkati~nto Country and then Ruralwould be too much of a "Jump" between the phases. Mr. B~- agreed and suggested to zone the next degree, making ViSage residential come 1 lot depth about center side of Prescott St. Mr. Chairm~m pOinted out that the nursery in that location l ms been zoned byrequest, so granted whichwas approved bythe Town and Attorney General. Mr. Blackwell expressed that the line of demar~tion from l2,5OO~oot lots to 4~.000 foot lots, and should bring in s~ne Country Residential in that district. ~e suggested that there be an addition chance ~Country Residential bounded en location side between Stevens Street by the line end Osg~ ~ ~t to Chadwick and back again, eot., thence by the Railroad location line, which w~d[~clude t~e whole of triangle between Prescott Street and Chickering Road, except 1¢.,,'~250 f,et deep and lOO feet frontage triangle side of existing lots along Prescott Street. Mr. Blackwell then put it on the m~p. ~he full Board accepted the demarkation line. 161 May 2, 1956 .S~oecial Meeting · ~ection 4.13 was discussed, and left as is. Section 4.17, Mr. Finck suggested aliminati~g the animal provision, and Mr. Blackwell said "household pets" would be inserted. 4.17 (a) applies to all kinds of Residence Districts. 4.17 (b). in Village only the poultry would be eliminated. 4.17 (c) was left as is. Mr. Blackwe2[1 questioned the Board as to Page 7, (c) if the number of motor vehicles were sufficient? The Board agreed it was. Mr. Finck questioned if the Board of Appeals have full statutory power te come from a 12,500. foot lot~ Mr. Blackwell replied "yes." The Village lot size was agreed on to be 12,~00 feet with required m~-~--m. Ail Board was in favor ef this. Country Resident 25,000 feet with 125 feet ~imum. Mr. Osgood favored 25,000 feet. Mr. Finck brought up the Sewerage Repart on this matter. The Board decided m~king it 25,000 feet and if the Moderator will not allow an amendment it could be cbA~ed to 20,000. Rural~ Mr. Osgoed proposed 50,000 feet be making it inconsistent with all others,amd if amendable 45,000 square feet. The next mee2ing will be M~ 14, our regu~sr ~eeting night. Meeting adjourned at 11:15 P. M. Chairm~ Nay 7, 1956 Re~lar meeting The meeting was called to order at 8:00 p. M. by the Chairman. Members present: Job~ 0sgood, Nicholas Nicetta, C~irm~, Howsrd Gilman, James Bazman ~d Ralph Finck. Mr. John Black~ell was also present at this meeting. Mr. Alan McClen~..an, Director of Division of Planning was present for the purpose of discuss- ing the sum of ~8,000 which the Federal Government has allocated to North Andover. He read the contract, and left a dopy for the Boards' use. He explained that the contract that is signed with the Federal Government, does not have to account for what~ Been done in the p&st year. He explained that Planning Board contracts with the Division of Oo__mmerce for the purpose that this Board is g~iug to do provided planning service, and supply the Division of Commerce with money that they will "mash" with the Federal Gover, ment ~und. The Plan~tng Board may contract with a planning consultant they choose for this specific pl-n~ng work. In short, the Federal Government contracts wi~h the Division of C¢.~=..erce, and they in turn contract with the consultant or Town. He questioned the Board as to how much in funds was available for a master p~-, and was answered the fund was depleted to zero.
