The Applicant is proceeding under Section 14 of the North Andover Zoning By-Laws seeking independent elderly housing on said site. The ordinance requires 100-foot set back. The Plan as submitted maintains the required 100-foot set back on three sides of the property where any residential unit abuts this property. The Applicant is seeking a variance along Berry Street to reduce the set back to 50 feet. Included in the submittal package is a plan by a landscape architect detailing the proposed plantings,which will provide enhanced screening along Berry Street. Also, included in the package are floor plans and elevation views of the proposed buildings. Please note that the site plan shows a building envelope within which the proposed buildings fit. The Applicant is requesting this variance due to the unique topographical characteristics of the site including but not limited to significant existing wetlands on the property and the presence of a cemetery near the center of the locus. Granting of this variance allows the most judicious development of the property preserving open space and maximizing common areas.
