The Board finds that goal of preserving the architectural heritage of North Andover allows the granting of this Finding that the Family Suite in the separate Carriage House and the Variance from Section 2,Paragraph 2.37.1 for Gross Floor Area is within the intent of the Zoning Bylaw by preserving the outer architectural integrity of the two 1890 structures as a whole,and a literal enforcement of the provisions of Section 2,Paragraph 2.37.1 and Section 10,paragraph 10.4 would involve substantial hardship,financial or otherwise,to the petitioner. Also,the Board finds that the applicant has satisfied the provisions of Section 4,Paragraph 4.122.222 for a Family Suite, Section 9,Paragraph 9.2 and Section 10,Paragraph 31 of the zoning bylaw and that this Conditioned Granting of a Special Permit for 25 Dudley Street's use is in harmony with the general purpose and intent of this Bylaw and that this change,extension,and this alteration shall not be substantially more detrimental than the existing structure to the neighborhood. The Board finds that 25 Dudley Street is an appropriate location for such use and that this use, a Family Suite, as developed will not adversely affect the neighborhood. The Board finds that there will be no nuisance or serious hazard to vehicles or pedestrians,since the required four off-street parking spaces are provided. The Board fmds that adequate and appropriate facilities,public water and sewer and utilities are provided for the proper operation of the proposed use. Richardson make for a rather curious contrast, and one illustrative of conditions within the American architectural profession in the second half of the nineteenth century. Both men had roots in Lawrence, where each had graduated from Lawrence High School—Richardson in =871, Adams a few years earlier. Richardson had then gone on to MIT, from which he graduated as a special student in architecture in 187$. After a year of travel and study abroad, the young architect entered the Boston architectural firm of Ware &Van Brunt; five years later he joined Henry W. t=' Hartwell in founding Hartwell & Richardson, one of the most long-lived and productive architectural practicesj,, 4 in Boston.George G. These Queen Anne a features included the differentiation of first- and second-floor wall surfaces through the use of clapboards below and singles above; the use of scalloped and/or staggered-butt shingle courses to lend pattern and texture to the v. upper-story walls; and the inclusion of several projecting gables, each ornamented with mock half-timbering, in a complex roof. And going beyond these Queen Anne details, there was even a hint of the nascent Shingle Style in the generally horizontal character of the overall design.117 ; The Clark and Blanchard houses were constructed as the suburban homes of Lawrence merchants, and each is known to have been architect-designed: the Clark House by George G. Adams, and the Blanchard ". House by William C. Richardson (not to be confused with the better-known Henry Hobson Richardson). The Wilson House, built for a master machinist at Davis & Furber, has not been documented as the work of an architect. The backgrounds and careers of George G. Adams and William C. Richardson make for a rather curious contrast, and one illustrative of conditions within the American architectural profession in the second ;' half of the nineteenth century. Both men had roots in Lawrence, where each had graduated from Lawrence High School—Richardson in 2872, Adams a few years earlier. Richardson had then gone on to MIT, from which he graduated as a special student in architecture in 1875. After a year of travel and study abroad, the young architect entered the Boston architectural firm of Ware & Van Brunt; five years later he joined Henry W. . Hartwell in founding Hartwell & Richardson, one of the most long-lived and productive architectural practices in Boston. George G. Adams, for his part, never received any formal architectural training and spent his entire *t, t professional career in Lawrence. Initially trained as a civil engineer in the Essex Company offices of Baldwin A r f Coolidge, Adams went into partnership with a Lawrence architect, Charles T. Emerson, in 1875. When this F partnership was dissolved three years later, Adams pronounced himself a professional architect and went into a business on his own. The self-taught designer built up an extensive local practice and continued working in L Lawrence until just before his death,in 1932.=°s "' L As the products of men of such divergent architectural backgrounds, the Blanchard and Clark houses + tJ form an interesting comparison. The former, with its sophisticated Queen Anne and Shingle Style features, : showed a clear awareness of the latest architectural trends, while the latter, with its picturesque Stick Style fin ,. f< ery, was already a bit out of date as soon as it was built. And yet there are in the Adams design an exuberant d vitality and a gracefulness of composition that Richardson's design fails to match. Adams, in other words, may d, have been a gifted if untutored designer, while Richardson seems to have substituted long and diligent study for a strong intuitive sense of design. c} The Queen Anne features first seen in the Blanchard House were quickly adapted to more modest re lower-village residences of the 188os and i8gos. The Horace Downing House at z5 Dudley Street (figure 3-41), built in 1892-93, is a well-preserved example of this vernacular type. It is fitted with an abundance of Queen Anne details: the clapboarding of the first story provides a textural contrast with the staggered-butt shingles a above, and the open front porch boasts that chunky turned work so beloved by Queen Anne designers. Dwellings of this bayed-and-gabled type remained popular into the early twentieth century, as the Frank H. Drew House of 19o8-9 (1z Milton Street; figure 3-4z) attests. By this date, however, the Queen Anne details of the 188os and 189os had given way to the more finely scaled features of the Colonial Revival."' By the end of the nineteenth century, the Colonial Revival in its several varieties had emerged to rival the fading Queen Anne. In the factory villages of North Andover, one of the earliest surviving Colonial Revival designs is that of the Patrick Ryan House (364 Main Street; figure 3-43), erected in 19oo. In the Ryan House design, an army of Colonial Revival details can be seen to overpower the few lingering echoes of both the Queen Anne and the Shingle Style. If the building's form still includes a few of those restless projections so characteristic of the Queen Anne, its overall shape is clearly inspired by the central-hallway houses of the eigh- teenth century."' We have dedicated work space within the Carriage House for her to continue her crafts, sewing and bird carving so that she can continue to pursue her passions and contribute to the community. Ann also assists her daughter Gayle in sewing weighted blankets for children she works with that have autism, ADHD and sensory integration disorders. By converting the entire interior space of the Carriage House there will be the necessary space for Ann and Gayle to continue this project as well. If a Variance is not granted allowing the entire space of the Carriage House to be converted to living space,Ann Apkarian, the intended resident, will not have adequate space to continue her productive crafts, hobbies and contributions she makes to help others and it is not certain that this conversion would be appropriate for her. Granting of the variance will allow the entire Carriage House to be well preserved, maintain its historic dignity and beauty, provide a safe, supportive and comfortable home to Ann Apkarian, Gayle Apkarian's mother and ensure that it will continue to remain standing without risk of being razed will support a finding that the relief sought will be desirable and without substantial detriment to the public good.
