data on all exterior architectural features: foundation, chimney, siding,
roofing, roof pitch, sash and doors, window and door frames, trim, and gutters-
leaders.
9. A complete and legible application will expedite action of the Commission.

Joseph Pellegrino, Chairman, called the meeting co order at
7.30 pm.
Present: Judith Avrett, Joseph Pellegrzno, Kathleen Szyska,
and Maria Ward. Absent: Peter Hornbeck, Noel Hayes, David
Minicucci,and George Schruender.
The minutes of the last meeting were approved unanimously.
It was noted that the Eagle Tribune dispensing box has been
removed from the Common.
The application form was approved as amended.
The Hardship and Non-applicability forms were approved.
The Town Hall staff will supply us with stationery and help
with our mailings. Minutes of our meetings will be
submitted to the Town Clerk.
Abutters to properties reviewed by this Commission will be
notified fourteen days before our meeting to discuss those
properties.
Joseph Pellegrino will ask the Selectmen to appoint a ninth
member to this Commission, as required by the by law.
Members of this Commission are reminded that they will be
dropped if they miss three consecu=mve meetings.

Joseph Pellegrino, Chairman, called the meeting to order at
7:45 pm.
Present: Judith Avrett, Noel Hayes, David Minicucci, Joseph
Pellegrino, George Schruender, Kathleen Szyska, and Maria
Ward. Absent: Peter Hornbeck.
The minutes of the last meeting were read and, after
changing the phrase in paragraph 3, line 3, from "fee should
be charged" to "fee may be charged", were approved.
Kathleen Szyska declined to serve as Secretary and Judith
Avrett was asked to serve in that capacity.
Judith Avrett distributed plans and a letter of application
for alterations of her house at 36 Andover Street.
Application forms from other towns were discussed, and the
consensus of the Board was that the simpler they were, the
better. It was unanimously agreed to adopt the town of
Falmouth's application, with appropriate changes. It was
also agreed that a map of the Historic District should be
available at Town Hall.
All mail to this Commission should be sent to the Building
Department, and the Chairman should be notified the day it
arrives.
Application fees will not be charged if the Town Hall staff
will help us in mailing and processing.
A letter was received from Gayton Osgood about an Eagle
Tribune dispensing box on the Common. It was agreed that
this was out of character ia the Historic District. George
Schruender will call the publisher of the paper, Irving
Rogers, Jr., to express our objection.
George Schruender moved to accept the Avrett's request for
approval of alterations at 36 Andover Street. The motion
was approved unanimously, with Judith Avrett abstaining,
with the understanding that an application form will be
submitted when it is available.
The meeting was adjourned at 8:45 pm.

Joe Pellegrino was elected chairman for a year. (Joe subsequently
accepted the nomination.> David Minicucci was appointed vice chairman
and Kathy Szyska, secretary, also one year elections.
Meetings of the commission will be held on the second Monday of the
month in the Town Hail Library at 7:50 P.M. The schedule will be
posted with the town clerk. Summer meetings will be held only as
needed.
Application form samples will be sought from Newburyport, Falmouth,
Brookline, Haverhill to determine the nature of our form. An
application fee should be charged; we need to determine the amount.
$25.00 has been suggested.
Paul Sharon will be asked for nine copies of the town meeting approved
Bylaw for the Historic District. Large copies of the Mylar will also
be available to the members, as well as copies of the final report of
the committee that sought to establish the district. The town has
available the 40C for the Historic District.
As defined in Section 6 Part A, the commission needs to prepare
documents that define "a certificate of appropriateness, a certificate
of non-applicability, ~. a certificate of hardship". Under Section ~
Part B, the commission determined that photographs of the exterior
existing conditions were appropriate "other materials" that should be
required with the application.

We are planning to renovate the interior of the back
ell of our house to change a garage/storage area into a back
living room and to add a second bathroom uptairs. The
architect's plans for this renovation show two windows to be
added on the east side of the back ~11 that would be visible
from the street.
The attached plan of the east side shows the existing
windows and the two new proposed windows. The two new
windows would match the existing ones. No other alterations
would be visible from Andover Street (or any other street)
or from any public area (e.g., the playground).
The attached photographs show the present view of the
east side from the street, as well as the view of the west
side of the house. On-the west side, large evergreen shrubs
completely block the view of the back ell from the street.
We have chosen Claude E. Menders, who was the
architect for the recent Brick Store renovation, as the
architect for this project. He has a great respect for the
preservation of historic buildings.
Requested action to be taken by the Commission:
Notify the North Andover Building Inspector, or issue
a certificate of appropriateness, to the effect that the
Commission approves the proposed alteration as stated here,
to the extent that the Commission's approval is required. A
decision at the May 9th meeting of the Commission would be
appreciated.

A Certificate of Appropriateness does not in any way supercede any state or
local codes or regulations. APPLICATION MUST BE FILED IN TRIPLICATE. Return

The four categories for which a Certificate of Appropriateness is required
